Duties
Help
  • Serving as the technical specialist to the Chief, Food Safety and Quality Assurance Division, for all subsistence and quality assurance matters.
  • Providing advice, technical guidance, and/or assistance on areas that extend across functional lines of supply, storage, contracting, distribution, transportation, procurement, and quality assurance to meet support requirements of all customers.
  • Interpreting technical data requirements, determining appropriate analytical and testing procedures, and evaluating new food product/technology requests
  • Determining and initiating necessary product testing, maintaining item-specific data requirements, and addressing product-related complaints.
  • Performing site assessments of contractor plants and facilities within US European Command, US Central Command, and US African Command in search of new sources of supply.
  • Assessing product quality assurance/safety requirements as specified in complex, integrated food safety management systems, and Hazard Analyses.
  • Assessing product quality assurance/safety requirements as specified in complex Critical Control Point (HACCP) plans, Critical Control Point validation, and Sanitation Standard Operating Procedures (SSOPs).
  • Representing the command in high-level conferences, industrial/private industry meetings, and inter/intra-agency briefs pertaining to all items within the subsistence field.

Qualifications

To qualify for a Quality Assurance Specialist (Subsistence), your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Utilizing knowledge of all categories of food, including but not limited to meats, poultry, dairy products, processed foods, fresh fruits and vegetables, bottled water, and semi-perishable products to advise on quality assurance matters.
  • Evaluating and resolving complex quality problems pertaining to product specifications and standards, production methods and processes, growing areas of concern and emerging diseases, specialized inspection and test equipment, and preservation/packing/packaging techniques.
  • Collaborating with contracting, supply, storage, and transportation specialists to ensure quality assurance programs and functions are in alignment with the acquisition process.
  • Conducting studies and investigations, problem analyses, and developing logical and documented recommendations.
  • Communicating effectively both orally and in writing with internal and external personnel to establish/maintain positive working relationships.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands
The work is primarily sedentary. Employees may occasionally make site visits to contractor's plants, commissary or troop issue facilities, production areas or storage and distribution facilities where considerable standing and walking or bending is required.

Work Environment
The work is performed in a typical office setting with adequate heating, lighting and ventilation. The work environment involves everyday risks and/or discomforts that require normal safety precautions. Working conditions may involve extreme temperatures and noisy environments, including walk-in freezers, oven rooms, and food manufacturing processing lines. Employee is required to wear personal protective equipment appropriate for the work area as directed by facility management or DoD guidelines.

Expeditionary Civilian, Emergency Essential
This is an Expeditionary Civilian (EC) position, and the incumbent will be designated as Emergency Essential . In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EC position must arrange for removal from the reserve component prior to appointment to an EC position. This requirement must be met prior to placement in an EC position. Positions identified as EE are subject to deployment to combat support situations. Deployment will be via Temporary Duty (TDY) orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location. Additional allocations are based on the Department of State's determination of a combat zone.

U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Ordinarily Resident is defined as a U.S. citizen who is locally resident; and, has legal, permanent resident status within the host country; and, is subject to host country employment and tax laws.

Pay Retention will be extended to an eligible employee who applies through a formal recruitment program and is selected for a position at an overseas location.

If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.

If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for early intervention services (EIS) will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.

Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
