The Technical Project Manager provides strategic leadership and hands-on management for complex IT and system development projects within the Department of Veterans Affairs (VA) and other federal environments. This position integrates program management discipline with technical expertise to oversee automation, configuration management (CM), and development lifecycle activities. The Technical Project Manager ensures that projects are planned, executed, and delivered on schedule and within scope, while maintaining compliance with applicable federal standards, including NIST, ITIL, IEEE, and SAFe. The ideal candidate combines strong communication and leadership skills with deep experience in managing system and product development initiatives, particularly those involving CM systems, automation, and secure DevSecOps environments.
DUTIES AND RESPONSIBILITIES:
• Set up, manage, and report using the CMD Configuration Management System (CMS) toolset, dashboards, Microsoft Teams and Channels, VA repositories, and other reporting systems.
• Oversee the full system development lifecycle (SDLC) for complex automation, testing, and configuration management projects.
• Lead program and project planning, scheduling, and risk management activities to ensure successful delivery.
• Conduct detailed business and technical analyses, including documentation and diagramming of workflows, systems, and processes.
• Utilize VA tools and methodologies for strategic information planning, business process reengineering, and program management practices.
• Manage multiple IT projects with integrated systems, ensuring alignment across teams, schedules, and technical dependencies.
• Support the establishment and maintenance of CMS toolsets to track configuration items (CIs), changes, and dependencies.
• Develop organizational and technical projects that transition systems from current to future states; document and communicate process evolution to stakeholders.
• Identify, assess, and mitigate risks early in the project lifecycle while maintaining compliance with authorized cost, schedule, and performance constraints.
• Collaborate with technical and business stakeholders to define objectives, monitor progress, and validate performance outcomes.
• Implement best CM practices aligned with SAFe, IEEE 828, ITIL, NIST SP 800-53, and NIST SP 800-128 standards to ensure secure and efficient system operations.
KNOWLEDGE AND SKILLS REQUIRED:
• Minimum 5 years of experience managing VA OIT or other federal IT contracts involving configuration management.
• Proven expertise in project management for system and product development, including automation, testing, and configuration management.
• Deep understanding of SDLC methodologies, risk management, and process optimization within IT environments.
• Strong ability to manage CMS toolsets, dashboards, and repositories such as those used within VA systems.
• Knowledge of Agile, SAFe, and DevSecOps methodologies for managing complex, integrated technology projects.
• Advanced analytical and documentation skills, including developing diagrams, reports, and process documentation.
• Excellent communication and leadership skills to coordinate with multiple technical and non-technical stakeholders.
• Skilled in applying federal and industry standards for configuration management, security, and quality assurance.
KNOWLEDGE AND SKILLS DESIRED:
• Experience leading enterprise-scale projects that integrate CM, automation, and DevSecOps frameworks.
• Proficiency using Power BI or similar tools to automate reporting and dashboards.
• Familiarity with VA systems, repositories, and operational environments.
• Strong understanding of strategic information planning and business process reengineering.
• Experience guiding system and program transitions from legacy to modernized frameworks.
• Demonstrated ability to manage stakeholder relationships and communicate complex technical information clearly
EDUCATION:
• Bachelor's degree in Computer Science, Engineering, or a related discipline, or equivalent experience.
• Project Management Professional (PMP) certification from PMI (or equivalent) required.
CLEARANCE:
• Must be able to obtain and maintain a Public Trust clearance.
