The DevOps Developer, Expert supports the modernization of systems and product development through automation, integration, and continuous improvement. This role designs and implements Continuous Integration/Continuous Delivery (CI/CD) pipelines, automation frameworks, and scalable solutions that streamline development, testing, and configuration management (CM) activities. The ideal candidate combines strong DevOps engineering expertise, deep technical knowledge in cloud and automation tools, and a proven ability to deliver secure, reliable, and efficient development environments supporting enterprise IT systems, particularly within the Department of Veterans Affairs (VA) environment.
DUTIES AND RESPONSIBILITIES:
• Design, develop, implement, and maintain automation frameworks and CI/CD pipelines that support secure and efficient system and product development.
• Evaluate, develop, and maintain systems, repositories, and databases to enable automated configuration, testing, and deployment processes.
• Support configuration management, system and product development, and testing processes through automation and integration of best practices.
• Conduct technical and systems analysis to identify automation opportunities and streamline system/product lifecycles.
• Implement, configure, and manage DevOps tools such as Jira, Azure DevOps, Git/GitHub, Jenkins, Selenium, Xray, ServiceNow, Rancher, Docker, Kubernetes, SonarQube, Terraform, Vagrant, Maven, Gradle, and ANT.
• Utilize scripting languages (e.g., JavaScript, YAML, Perl, Ruby, Python, PHP, Groovy, Bash) to automate tasks, testing, and deployments.
• Leverage open-source and cloud-based technologies such as AWS and Microsoft Azure for system automation, scaling, and monitoring.
• Analyze, diagram, and document system architectures, workflows, and automation processes for delivery and presentation to stakeholders.
• Support the establishment and maintenance of Configuration Management System (CMS) toolsets aligned with standards such as SAFe, IEEE 828, ITIL, NIST SP 800-53, and NIST SP 800-128.
• Develop and maintain documentation, architecture diagrams, training materials, and reports for technical and operational delivery.
• Participate in estimation, planning, and strategy development for automation initiatives within large systems and enterprise programs.
• Collaborate with cross-functional teams to translate complex technical requirements into clear, actionable solutions and deliverables.
KNOWLEDGE AND SKILLS REQUIRED:
• Minimum 5 years of experience supporting IT contracts involving configuration management and automation.
• Expert knowledge of CI/CD automation processes, pipelines, and integration within system and product development lifecycles.
• Proficiency in systems engineering, software development, testing automation, and infrastructure as code (IaC).
• Experience with DevSecOps, Agile/Scrum, and enterprise automation frameworks.
• Expertise with repositories and databases including SQL, MS SQL, Oracle, Azure DevOps, and CMDB systems.
• Skilled in identifying, troubleshooting, and resolving complex system, product, and integration issues.
• Strong understanding of automation design, cloud environments, and secure configuration management practices.
• Proven ability to document and communicate complex technical information effectively across teams.
KNOWLEDGE AND SKILLS DESIRED:
• Familiarity with VistA MUMPS and legacy VA environments.
• Experience integrating CM automation within CI/CD pipelines and developing CM automation deliverables.
• Understanding of how NIST SP 800-53 and NIST SP 800-128 security controls influence system and product development.
• Ability to develop and present formal analyses, reports, and process recommendations for continuous improvement.
• Strong communication skills, with the ability to translate technical requirements into plain language for diverse audiences.
EDUCATION:
• Bachelor's degree in Computer Science, Engineering, or a related discipline, or equivalent experience.
CLEARANCE:
• Must be able to obtain and maintain a Public Trust clearance.
