Technatomy is seeking an experienced Configuration Manager to support the Department of Veterans Affairs (VA) Configuration Management Department (CMD). The Configuration Manager will play a key role in modernizing and automating configuration management (CM) activities through the use of Continuous Integration / Continuous Delivery (CI/CD) pipelines, automation tools, and industry best practices. This position supports CMD's mission to enhance product assurance, quality, reliability, and cybersecurity across VA systems by aligning CM responsibilities with system and product development lifecycles. The successful candidate will have hands-on experience implementing CM systems within complex enterprise environments and providing leadership in CM governance, automation, and compliance.

DUTIES AND RESPONSIBILITIES:

• Develop, document, and implement Configuration Management Plans (CMPs), processes, and procedures covering configuration, change, and release management-including access control, source code, baseline management, and environment management.

• Ensure system and product compliance with FISMA and NIST SP 800-53 security controls.

• Support and assist with CI/CD pathway design, implementation, and setup.

• Manage configuration programs to ensure all proposed and actual changes to technology and documentation are properly staffed, approved, and tracked.

• Facilitate change notification processes and ensure performing organizations are informed of change activities.

• Conduct CM functional, technical, and operational analyses; develop related documentation, training materials, presentations, and reports.

• Support organizational program definition, documentation, and delivery of CM services to technical and business stakeholders.

• Coach and mentor product lines, project teams, and other configuration managers to enhance CM expertise across the organization.

• Utilize and support product management and lifecycle tools such as Jira, Git/GitHub, Jenkins, Selenium, ServiceNow, and other CI/CD and repository tools.

• Develop dashboards, automate CM reporting using Power BI, and support communication and data visualization initiatives.

• Apply CI/CD, automation, and cloud concepts using tools and services that support enterprise environments.

• Analyze systems for process improvement opportunities and propose implementation alternatives for large programs and operations.

KNOWLEDGE AND SKILLS REQUIRED:

• Minimum 5 years of experience supporting VA OIT contracts as a Configuration Manager.

• Demonstrated expertise in software configuration management for large, complex systems supporting multiple parallel development efforts.

• In-depth knowledge of source control, versioning, builds, baselines, traceability, repository management, and verification/audit processes.

• Experience integrating CM into the full system lifecycle, development, and automation processes.

• Strong understanding of DevSecOps, Agile/Scrum, and CI/CD methodologies.

• Skilled in analyzing, documenting, and presenting detailed technical and business information.

• Proficiency developing CM processes, architecture diagrams, solution documentation, and testing automation frameworks.

• Proven ability to manage and train teams, provide ad-hoc CM assistance, and deliver clear, actionable guidance.

• Hands-on experience implementing and supporting Jira, Git/GitHub, Jenkins, Selenium, ServiceNow, and other open-source CI/CD and repository tools.

• Ability to use Azure DevSecOps for dashboards and reporting.

• Strong communication, presentation, and analytical skills; ability to convey complex technical topics clearly.

KNOWLEDGE AND SKILLS DESIRED:

• Experience automating CM activities using Power BI.

• Working knowledge of NIST SP 800-53 and NIST SP 800-128 and how they affect system and product CM solutions.

• Familiarity with VistA MUMPS and VA development environments.

• Ability to evaluate and estimate CM approaches for large, multi-system programs.

• Experience with cloud services and automation frameworks that enhance CM and CI/CD efficiency.

EDUCATION:

• Bachelor's degree in Computer Science, Engineering, or a related discipline, or equivalent experience.

CLEARANCE:

• Must be able to obtain and maintain a Public Trust clearance.

• Remote
