Alutiiq Career Ventures, LLC a subsidiary of Alutiiq, LLC has a potential opportunity for a Program Manager (PM) supporting the Army National Guard at Camp Shelby in Mississippi.

We are seeking an experienced Program Manager to lead the delivery of comprehensive Training and Range Support Program services to the Army National Guard (ARNG) in support of the National Guard Bureau (NGB). This role will oversee non-personal services for the Soldier Training Support Program (STSP) and Sustainable Range Program (SRP), focusing on Training Aids, Devices, Simulators, and Simulations (TADSS), Regional Virtual Training Program (RVTP), and range operations across ARNG TSCs.

The successful candidate will be pivotal in ensuring mission-critical training readiness for ARNG Soldiers, supporting logistical operations, data-driven decision-making, operator certifications, and sustainable range management. This high-impact leadership position in a dynamic environment combines military training expertise with innovative program management.

This full-time position is at Location: Remote (Primary), with potential travel to Training Support Centers (TSCs) across the United States and Territories (e.g., Camp Atterbury, IN; Camp Shelby, MS; Camp Blanding, FL; and others). Travel up to 25% may be required for site visits, meetings, and program reviews.

This opportunity is for a POTENTIAL CONTRACT award and is contingent upon the contract being awarded. Consideration for a potential contract may require a signed letter of intent. If the contract is awarded, another position posting will be available on the Company Careers portal.
  • Program Oversight: Lead execution of all tasks (Training Center Support, TADSS Data Analysis, Regional Virtual Training, and Sustainable Range Program). Ensure compliance with ARNG/FAR policies and deliverables (MSRs, newsletters, trip reports).
  • Team Management: Oversee distributed team across TSCs; develop staffing, recruitment, retention, and knowledge transfer strategies; ensure OASIS+ labor compliance.
  • Strategic Reporting: Use TS-MATS for data analysis, utilization tracking, and ARNG recommendations (e.g., LFTIS, RCMPs, budgets); coordinate program reviews.
  • Risk & Compliance: Monitor metrics, identify/mitigate risks (e.g., downtime, non-compliance), and uphold standards (OSHA, EPA, Section 508); manage funding/travel within NTE limits.
  • Stakeholder Engagement: Act as primary liaison with ARNG-TRS, TPO-Range, and DoD; attend meetings, workshops, and exercises (e.g., CRX) for recommendations and surge support.
  • Quality & Innovation: Drive efficient TADSS operations, virtual certifications, and range initiatives; develop policies, procedures, and POIs for government review.

Payrate: $110,000 to $130,000 Annually

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • Experience: Minimum of 8 years in functional operations of ARNG training support, U.S. Army training support, and the Training Support Enterprise. This must include hands-on experience with:
    • Planning, Programming, Budgeting, and Execution System (PPBES).
    • Training Program Evaluation Group (TT-PEG) processes and procedures.
    • Army's Sustainable Range Program (SRP), including Range Complex Master Planning (RCMP) processes.
    • Army's Soldier Training Support Program (STSP).
    • Knowledge of fielded TADSS equipment and the TS-MATS system.
  • Technical Expertise: Minimum of 5 years (within the past 10 years) in Information Resource Management (IRM), managing integrated networks with diverse users (e.g., Active Army, Reserves, National Guard).
  • Bachelor's degree in Business Administration, Management, Engineering, or a related field (Master's preferred).Project Management Professional (PMP) or equivalent certification highly desired. Valid driver's license and ability to obtain forklift certification if needed.
  • Ability to obtain and maintain a Secret-level security clearance.
  • Pursuant to the Government Contract, you must be a U.S. Citizen.
  • Proven leadership in federal contracting environments (e.g., GSA OASIS+ or similar IDIQs). Strong analytical skills for data utilization and trend analysis. Excellent communication and briefing abilities for senior military stakeholders. Proficiency in Microsoft Office Suite, MS Teams, and Army IT systems (e.g., TS-MATS, STE tools).

Preferred Qualifications or Skills:
  • Prior experience as a Program Manager on ARNG or DoD training/range contracts (e.g., similar to 47QFRA20F0044).
  • Familiarity with Synthetic Training Environment (STE), One World Terrain (OWT), and Range Targetry programs.
  • Experience with federal acquisition processes, including FAR Subpart 16.5 and OASIS+ Domain 1 (Management and Advisory).
  • Advanced knowledge of AR 350-1/AR 350-3 (Training), AR 700-4 (Property Accountability), and range design standards (e.g., USACE Range Design Guides) .
