Northrop Grumman's Defense Systems sector is currently seeking a proactive and hands-on Diminishing Manufacturing Sources and Material Shortages (DMSMS) & Obsolescence Program Manager 1 to manage DMSMS & Obsolescence across the AARGM/AARGM-ER program life cycle. The selected candidate will have DMSMS & Obsolescence experience with a blend of supply chain, technical, program management expertise, and exceptional communication skills. This position is 100% onsite in Northridge, CA and telecommuting is not available.

To ensure successful program execution, the selected candidate will be a working DMSMS & Obsolescence Program Manager; contributing daily while emphasizing collaboration across cross-functional teams and effective communication with stakeholders. The DMSMS & Obsolescence Program Manager 1 is responsible for leading and managing the entire DMSMS & Obsolescence process, including the development of Business Case Analysis (BCAs), making recommendations, and preparing comprehensive proposals. This is an active and engaging role that requires hands-on involvement in all program activities. You will work closely with various functions and teams to drive success in addressing DMSMS & Obsolescence challenges and ensuring program objectives are met.

Key Responsibilities:
  • DMSMS & Obsolescence Program Leadership: Active involvement and ownership of all phases of the DMSMS & Obsolescence lifecycle, from inception (preparation of the process) through identification, assessments, analysis and implementation of solutions.
  • Proactive Identification: Lead efforts and establish processes to proactively identify potential DMSMS risks, such as monitoring Bills of Materials (BOMs), reviewing DMSMS notifications, and examining technology trends.
  • Risk Assessment and Mitigation: Assess the potential impact of DMSMS on schedules and readiness, analyze various mitigation strategies, and implement the most cost-effective solutions.
  • Predictive tools: Utilize tools and data sources for proactive DMSMS management, including obsolescence forecasting tools, BOM analysis tools, and supplier monitoring systems.
  • Supplier collaboration: Engage in collaborative partnerships with suppliers to share information about obsolescence risks, alternative sources, and emerging technologies.
  • Proposal Experience: Lead efforts to conduct formal government proposals that implement proposed DMSMS & Obsolescence solutions. This includes reviewing functional Basis of Estimate (BOE) documentation, developing program execution plans, and gaining leadership approval for formal submittals.
  • Stakeholder Engagement: Establish robust communication channels with suppliers, government agencies, industry partners, and other key stakeholders to share information and coordinate efforts effectively.
  • Documentation and Reporting: Maintain comprehensive records of DMSMS issues and resolutions, generating regular reports to inform stakeholders of program progress and areas of concern.


Basic Qualifications for DMSMS & Obsolescence Program Manager 1:
  • Bachelor's degree and 5 years of direct DMSMS & Obsolescence experience OR a Master's degree and 3 years of direct DMSMS & Obsolescence experience supporting U.S. Government contracts and customers
  • 5 years of experience leading the performance DMSMS & Obsolescence Management tasks on schedule, at cost and achieving all requirements as either a project lead, integrated program team lead or cost account manager
  • Leadership experience with complex programs, including comprehensive proposal preparation in teams of 5+ individuals
  • In-depth understanding of DMSMS & Obsolescence Management principles and best practices.
  • Strong analytical and problem-solving skills to navigate challenges and identify effective solutions.
  • Must be able to obtain and maintain a US Government DoD Secret security clearance.

  • A degree in a STEM field
  • PMP® certification
  • Active Security Clearance

Primary Level Salary Range: $129,900.00 - $194,900.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
