We are seeking a Senior IT Systems Engineer to support the Naval Sea Systems Command (NAVSEA 09P) in delivering systems engineering and program management services for the Navy’s modernization initiatives. The selected candidate will provide technical expertise in systems integration, cybersecurity, and lifecycle engineering, supporting modernization of Navy platforms, infrastructure, and information systems.

Key Responsibilities:
Provide end-to-end systems engineering support to the Navy Modernization (NM) Program and associated IT systems.
Lead the design, development, and integration of software, hardware, and data systems that support Navy configuration management and modernization objectives.
Create and maintain System Security Engineering Plans (SEPs), System Security Plans, and related technical documentation per DoD and NIST standards.
Coordinate and conduct Systems Security Engineering (SSE) activities, integrating cybersecurity requirements throughout system design and sustainment.
Apply Agile and DevSecOps practices to streamline development, testing, and delivery of secure IT solutions.
Manage and track system milestones, risks, and deliverables in alignment with EVM standards.
Participate in technical reviews, configuration audits, and decision boards, ensuring compliance with modernization policy and governance frameworks.
Provide technical troubleshooting, system validation, and process optimization for IT systems supporting the Navy Data Environment (NDE).
Lead and mentor engineering staff in applying best practices in systems integration, data management, and cybersecurity.
Collaborate with program managers, fleet users, and IT stakeholders to ensure modernization efforts meet mission, schedule, and security objectives.
Contribute to updates of modernization manuals, process documentation, and training materials, including the Navy Modernization Process Management and Operation Manual (NMP-MOM).
Support knowledge management, user training, and technical communication efforts related to system upgrades and new feature deployments.
Conduct system performance assessments, develop improvement recommendations, and prepare executive-level reports on modernization system health and performance.
Qualifications:
Required:
Bachelor’s degree in Systems Engineering, Computer Science, or Computer Engineering.
Active or eligible for Confidential Security Clearance.
Cybersecurity certification (e.g., Security+, CEH, or equivalent).
15+ years of Systems Engineering experience.
Demonstrated experience in SSE, SEP development, and DoD acquisition processes.
Strong understanding of Agile/DevOps/DevSecOps environments.
Experience managing technical milestones and deliverables under EVM.
Applied knowledge of NIST SP 800-37.
Preferred:
Master’s degree in Systems Engineering or Cybersecurity.
CISSP or PMI-ACP certifications.
15+ years of DoD/Navy Systems Engineering experience.
Familiarity with DoD 5000-series and Navy modernization processes.
