Summary:
The Special Access Program (SAP) Security Specialist serves as the principal subject-matter expert and security advisor to senior organizational leadership. The role provides expert guidance on Department of Defense (DoD) Special Access Program (SAP) policy and management across all security disciplines—personnel, operations, automated information systems (AIS), industrial, information, physical, and communications security. The specialist develops, implements, and manages comprehensive SAP/SAR security programs, ensuring full regulatory compliance and delivering risk-mitigation strategies that protect mission-critical operations at the collateral, SCI, and SAP levels.
Key Responsibilities
Act as the SAP security subject-matter expert and advisor to senior leadership on policy, management, and implementation of SAP/SAR programs.
Develop, plan, and oversee SAP/SAR security requirements spanning personnel, operations, AIS, industrial, information, physical, and communications disciplines
Analyze, interpret, and apply DoD and other federal security concepts, principles, and practices to resolve complex security challenges and create effective management programs.
Create and execute comprehensive security program plans, covering all functional areas (physical, information, personnel, IT).
Research, identify, and formalize risk-avoidance and mitigation measures; recommend specifications and responses to emerging threats.
Establish management controls, milestones, incident-tracking mechanisms, and review processes to ensure early detection and resolution of security issues.
Enforce operational, functional, and mission-assurance aspects of SAP programs, including validation of access requirements, personnel security investigations, and maintenance of adverse-information files.
Advise on program goals, policy implementation, procedures, and work plans for organization-wide personnel security programs.
Ensure physical-security standards for construction, modification, and protection of facilities at collateral, SCI, and SAP levels—domestically and internationally.
Review Fixed Facility Checklists, conduct self-inspections, and prepare requests for SAPFs/SCIFs and Temporary Secure Working Areas (TSWAs).
Oversee security for SAPFs and SCIFs during construction, renovation, and modification; review project plans for compliance with security standards.
Prepare co-utilization agreements for shared facilities and draft facility Standard Operating Procedures (SOPs) to ensure compliance with multi-level security guidelines.
Require Education and Experience:
Bachelor’s degree
Extensive familiarity with DoD SAP policies and all relevant security disciplines (personnel, operations, AIS, industrial, information, physical, communications).
Skills: Strong analytical, problem-solving, and risk-assessment capabilities; ability to interpret complex regulations and design effective security programs.
Communication: Excellent written and verbal communication skills; experience drafting SOPs, agreements, and security documentation.
Leadership: Proven record of advising senior leadership and managing cross-functional security programs. Preferred Qualifications
Bachelor’s degree in Security Management, Information Assurance, or a related field.
Professional certifications such as CISSP, SAPPC, or equivalent.
Experience with facility security management, including SAPF/SCIF construction and compliance.
Prior experience supporting military or other national-security organizations.
Experience conducting security inspections, audits, and risk assessments in multi-level classified environments.
Physical Requirements
Ability to work in challenging environments, including high-threat areas and adverse weather conditions.
Travel: High 25-50% Ability to work in secure, fast-paced operational environments. Must meet physical and medical standards for access to military facilities.
Able to travel as required within PACAF/USINDOPACOM AOR.
The client is specifically NOT looking for a manager type. They want a work horse who can be self-sufficient in a SCIF with minimal handholding.
Need to be great with DEAMS and other defense budget/accounting systems AND have a TS/SCI.
