SUMMARY:

The Facilities Management Specialist functions to promote fully functional working environments, including building management operations, maintenance, and alteration activities for buildings occupied by the bureau. The incumbent is assigned to the Bureau of Diplomatic Security, Executive Directorate, Office of Management Services, Logistics Services Division (DS/MGT/LS).

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Exercises accountability for the tracking, oversight, management and coordination for preventative maintenance, repair, replacement, retrofit, and upgrade of existing plumbing, heating, ventilation, air conditioning and environmental security protection building systems.
• Maintains involvement and awareness of design, engineering, construction, commissioning and operations and maintenance of HVAC equipment such as chillers, air handlers and chilled/heating water distribution networks, including refrigeration systems, fan and exhaust systems, air distribution, piping networks and control systems.
• Serves as an intermediary between the Bureau programs and A/OPR/FMS. Submits requests for new projects, communicates updates to projects, provides subject matter expertise on A/OPR/FMS processes and procedures and advises on likely timelines and estimated costs.
• Assists the bureau with prioritizing projects based on funding availability.
• Works alongside A/OPR/FMS building managers to identify maintenance requirements, track, manage, coordinate, and communicate project status to bureau stakeholders.
• Ensures timely submission of requests for building maintenance into the A/OPR/FMS Computerized Maintenance Management System (CMMS).
• Maintains project files, financial records and keeps the tracker up to date.
• Utilize basic knowledge of all related engineering fields in a design.
• Ensure the Bureau's standards and policies are incorporated.
• Other duties and tasks of increasing complexity and responsibility may be assigned.

EXPERIENCE, EDUCATION, AND LICENSURE:

• Must be a US citizen, and possess at a minimum, a Secret security clearance, with eligibility to obtain and maintain a Top-Secret security clearance.
• Must have a High School Diploma or equivalent and at least one (1) year of job-related An Associate Degree and three (3) years of experience related to management disciplines. Five (5) years of experience related to management disciplines can be substituted for the Associate Degree. Professional certifications such as CGFM, CSA, or PMP are appropriate for some positions and can also substitute for a year of experience when applicable.
• Excellent writing ability, oral communication capabilities, and organizational skills are required with the ability to interface with program personnel at all levels.
• Must demonstrate a thorough knowledge of MS Office applications such as Word, Excel, Teams, and PowerPoint and familiarity with SharePoint.
• Knowledge of building management concepts, principles, standards, and practices to provide guidance to management.
• Knowledge of Federal Property Management Regulations, GSA regulations, relevant Executive Orders, and national safety codes and standards.
• Experience with architectural and engineering drawings and interpreting these drawings with ergonomics and safety in mind.
• Ability to handle multiple tasks simultaneously.
• Must be able to work independently with minimum supervision and direction.
• Travel may be required up to 25% of the time.

PHYSICAL REQUIREMENTS:

The physical demands described must be met by an employee to perform the essential functions of the job. The employee must be able to: see, hear, and speak; lift objects weighing up to 20 pounds; sit for extended time; and use a personal computer and typical peripheral devices.

WORK AUTHORIZATION/SECURITY CLEARANCE:

DoD Secret or higher security clearance, or the ability to obtain and maintain a Secret clearance. U.S. Citizenship is required.

ADDITIONAL QUALIFYING FACTORS:

Must have the ability to obtain and maintain a security clearance. In addition, a satisfactory background screening, negative drug test, positive references and proof of identity and legal authorization to work in the United States are required.
