Note: This is an internal posting for the PANTHR team for an existing staff member to add managerial responsibilities. There is not currently an open position on PANTHR.
Recent changes to the Noblis PANTHR team at the Department of Homeland Security, Science and Technology Directorate resulted in the need for staff to add managerial responsibiltiies. This position's primary role is to provide the supportive environment for teammates to ensure job satisfaction through professional development, mentoring, coaching, and promoting growth opportunities. Client Delivery Responsibilities
• Continue to provide Technical and/or Scientific Project Management support to PANTHR programs. This may include, but is not limited to:
• Gathering and analyze information used to prepare briefings, status reports, updates, and develop presentations related to technical programs. This will include analyzing existing client documentation for useful data, tracking progress, and participating in meeting/workshops to provide note taking support, task management updates, and status reporting and reviews
• Support development of project and program management tracking capabilities
• Monitor research progress and prepare status reports, milestone tracking, and other deliverables including briefings, graphics, and presentations
• Provide support/leadership for related studies and analyses.
• Attend meetings and provide meetings reports and summaries
Personnel Management Responsibilities include:
• Candidate sourcing, identification, and interviews
• Promoting and enabling professional development and goal achievement through mentoring and coaching
• Partners with employees to create and execute performance and development plans providing career progression and learning/ development opportunities
• Maintaining Noblis' financial hygiene, including monitoring, reviewing, and approving timecards and expense reports, - timely and accurate accounting
• Working collaboratively with task order managers to thoroughly understand employee tasking and expectations
• Regularly engaging with teammates to support growth needs and contribute to finding and providing opportunities
• Promoting workplace development and organizational process improvement
• Promoting engagement across the broader Noblis community
• Adhering to and promoting Noblis policies and processes
• Supporting business development through business intelligence gathering, proposal writing efforts, and color team reviews
• Providing exemplary client support and division level leadership as a role model for staff
• Fosters an environment of trust, growth, innovation and candor
• Provides ongoing, timely and candid performance feedback
• Identifies, attracts, and develops qualified staff, while proactively managing performance issues
• Works with other Noblis managers to support identification of new challenges and training to grow staff skills
• Provide annual appraisal input and evaluation to reflect regular engagements throughout the year

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

Required Qualifications
- A minimum of a U.S. Interim Secret learance, and ability to attain a U.S. Top Secret security clearance.
- Bachelor's and minimum 8 years of related experience, Master's and 6+ years of related experience, or Doctorate and 2 years related experience; or equivalent experience
- Minimum of 1 year experience leading a team or managing people
- Demonstrated knowledge of Noblis policies, procedures and organization, in addition to experience executing corporate strategy, leading teams and guiding professional development at Noblis, or a similar institution
- Excellent communication and organization skills, particularly associated with tracking compliance and providing constructive feedback
- Proven track record of understanding client needs, developing solutions, and creating a foundation for client satisfaction commensurate with Career Band 4+ expectations
- History of successfully managing complex technology projects and project teams to meet and exceed client satisfaction commensurate with Career Band 4+ expectations
Desired Qualifications
- Experience with and knowledge of the Department of Homeland Security Science and Technology Directorate
- Experience coaching and guiding team members on professional development
- Completion of LDC management coursework
- Participation in Noblis community activities and efforts outside of client work (e.g., Lead Noblis Sponsored Research (NSR), engage in Employee Resource Groups, engage in Community of Practice or of Excellence, etc.), leadership roles are highly preferred
- Documented experience learning and staying abreast of best practices
- Experience successfully elevating the work of teammates
- Familiarity with Noblis business policies regarding ethics, financial hygiene, conflicts of interest, etc.
- Experience shaping roles and assignments in ways that best leverage staff capabilities and further develops staff
- Experience providing career progression, mentorship, and learning/development opportunities
- Experience identifying, attracting, developing, and promoting qualified staff
- Participation in cross-organizational, corporate roll-outs of major initiatives
- Experience participating in proposal color review teams
- Success providing intellectual capital that was incorporated into a marketing, proposal, or corporate communication effort
