Koniag Professional Services is seeking an experienced Data Migration Specialist to support our client, the Department of Health and Human Services (DHHS), Office of the Chief Information Officer (OCIO) in sustaining an integrated Human Capital Management solution that consolidates core HR functions into a unified enterprise platform. The Human Resource Information Technology platform will encompass Time and Attendance, Position Description management, Performance Management, Employee/Manager/HR Self-Service, and Enterprise Business Intelligence capability. The solution will be compliant with federal cybersecurity, records management, and accessibility standards, to improve system performance, user satisfaction, and long-term sustainability of HR services. This role is critical for securing and optimizing HCM applications that support essential administrative and operational functions across the department.

The Data Migration Specialist will be responsible for planning, executing, and validating data migration activities as part of system implementation, upgrade, and modernization projects. The position involves collaboration with stakeholders, technical teams, and subject matter experts to ensure data is accurately and securely transferred between systems. Principal responsibilities include:
- Design and execute end-to-end data migration strategies tailored to HRIT modules (e.g., Core HR, Payroll, Talent Management, Benefits, Time & Attendance, Position Description Repository, & Employee, Manager, HR Self Service capabilities), ensuring alignment with functional requirements, compliance standards, and overall project goals.
- Design, develop, and execute ETL processes to extract data from source systems and load into target systems
- Create and implement data mapping specifications between source and target systems
- Develop data cleansing and transformation rules to ensure data quality during migration
- Perform data profiling and analysis to identify data quality issues and inconsistencies
- Create and execute data validation procedures to verify migration accuracy and completeness
- Develop scripts and programs to automate data extraction, transformation, and loading processes
- Implement data reconciliation processes to ensure successful migration of all required data
- Document data migration procedures, mappings, and technical specifications
- Collaborate with database administrators and system architects to understand data structures and relationships
- Identify and mitigate risks associated with data migration activities
- Create and maintain test plans and test cases specific to data migration validation
- Work with stakeholders to establish migration timelines, cutover plans, and rollback procedures
- Provide regular status updates on migration activities and escalate issues as appropriate
- Support post-migration activities including troubleshooting and data reconciliation
Education and Experience:
Required:
- Bachelor's degree in Computer Science, Information Systems, or related field
- 5+ years of experience in data migration, ETL development, or related roles
- Demonstrated experience leading end-to-end data migration projects
- Strong experience with ETL tools and technologies
- Proficiency with SQL and database technologies
Required Skills and Competencies:
- Extensive knowledge of data migration methodologies and best practices
- Strong expertise in ETL processes, tools, and techniques
- Proficiency in SQL and experience with multiple database platforms (Oracle, SQL Server, PostgreSQL, etc.)
- Experience with ETL tools (Informatica, SSIS, Talend, or similar)
- Strong analytical skills with ability to understand complex data structures and relationships
- Experience developing data mapping specifications and transformation rules
- Knowledge of data quality assessment and improvement techniques
- Strong problem-solving abilities for addressing data migration challenges
- Experience with data profiling and analysis tools
- Understanding of database design principles and data modeling
- Experience with scripting languages for data processing (Python, PowerShell, etc.)
- Strong attention to detail and commitment to data accuracy
- Excellent documentation skills for technical specifications and procedures
- Ability to work effectively under pressure and meet migration deadlines
- Strong communication skills for coordinating with stakeholders and technical teams
Desired Skills and Competencies:
- Experience with data migration for federal government systems
- Experience with cloud data migration (AWS, Azure, GCP)
- Knowledge of data governance principles and practices
- Experience with master data management concepts and tools
- Familiarity with data privacy regulations and secure data handling practices
- Experience migrating data to/from ERP or CRM systems
- Knowledge of big data technologies and platforms
- Experience with data archiving and purging strategies
