Qualifications

To qualify for a Supervisory IT Program Manager GS-2210-15, your qualifications must include:

A. Specialized Experience: To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience are identified in the Major Duties section of this vacancy announcement and may also include:

- Provide expert-level acquisition leadership, strategic guidance, and comprehensive management support to the J62K Portfolio Manager and the DLA Program Executive Officer (PEO), ensuring the seamless and effective execution of complex IT acquisition programs and initiatives. This includes providing critical insights and recommendations to optimize program performance and achieve strategic objectives.
- Provides visionary leadership and guidance to cross-functional teams, fostering a collaborative and high-performing work environment. Employs strong interpersonal and communication skills to motivate, inspire, and empower team members, while effectively managing conflict, and driving team success in achieving portfolio objectives…all while delivering software solutions at a rapid pace.
- Provides program management oversight for the acquisition of corporate information technology (IT) systems, including major Automated Information Systems (AIS), ensuring adherence to cost, schedule, and performance targets. Responsible for the successful execution of the DAAS program, driving efficiency and effectiveness in IT acquisition programs.
- Apply industry-standard frameworks (e.g., Agile, DevSecOps, ITIL, etc.) to deliver solutions on time and within budget.
- Ensure technical requirements are validated, documented, and executed in accordance with enterprise architecture and security standards.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information

This position requires a Program Management (A) / PM, Advanced acquisition certification. The incumbent has 48 months to achieve this certification unless a Position Requirements Waiver is approved to extend the certification period.

Drug-Free Workplace Policy

The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.

Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing.

The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.
