Position Summary

Echelon Services is seeking an Acquisition Management Support II professional to join our team in San Diego, California. This role provides mid-level acquisition and program management support to the Naval Information Warfare Systems Command (NAVWAR). The selected candidate will assist in preparing, analyzing, and managing acquisition documentation and deliverables in support of federal and Department of Defense (DoD) programs. This position requires a proactive, detail-oriented professional with strong analytical, communication, and documentation skills.
Key Responsibilities
  • Assist in preparing and updating acquisition documents such as Initial Capabilities Documents (ICDs), Capability Development Documents (CDDs), Capability Production Documents (CPDs), Acquisition Strategies (AS), and Acquisition Program Baselines (APBs).
  • Support the development and tracking of cost, schedule, and performance metrics in accordance with DoD 5000 series and NAVWAR acquisition processes.
  • Prepare, review, and route program documentation to ensure compliance with applicable DoD and federal acquisition policies.
  • Assist with conducting market research and supporting analysis to inform acquisition strategies and procurement planning.
  • Coordinate and support milestone decisions, program reviews, and data calls by developing required materials such as briefings and reports.
  • Collaborate with Contracting Officers, Program Managers, and other stakeholders to ensure acquisition documentation aligns with program objectives.
  • Monitor contract and project performance metrics and prepare associated status reports for leadership review.
  • Assist in the use of Navy Enterprise Resource Planning (N-ERP) and other systems for acquisition tracking and documentation management.
  • Maintain records in accordance with NAVWAR Correspondence and Records Management standards.
  • Provide recommendations for process improvements and documentation standardization across the acquisition lifecycle.


Qualifications

Required Qualifications
  • Education: Bachelor's degree in Business Administration, Finance, Economics, or a related field.
  • Experience: Minimum of three (3) years of professional experience in acquisition management support or a related field.
  • Security Clearance: Active Top Secret with SCI eligibility.
  • Knowledge of the DoD 5000 series, Adaptive Acquisition Framework, and related acquisition policy requirements.
  • Experience preparing, maintaining, and tracking acquisition and program documentation in compliance with DoD standards.
  • Proficiency with Microsoft 365 tools including Word, Excel, PowerPoint, Outlook, and SharePoint.
  • Strong communication skills and the ability to prepare professional documentation for senior-level audiences.
Preferred Qualifications
  • Prior experience supporting NAVWAR, SPAWAR, or other Department of the Navy program offices.
  • DAWIA or FAC-C Level II certification or equivalent experience in federal acquisition management.
  • Experience using acquisition systems such as N-ERP, Power BI, or similar DoD tools.
  • Familiarity with cost estimation, budget analysis, and risk management techniques in acquisition environments.

Compensation and Benefits
• Base salary range: $98,000 to $115,000 annually, depending on experience, education, certifications, and work location within California.
• Comprehensive benefits including medical, dental, vision, 401(k) with company match, paid time off, paid holidays, and paid sick leave consistent with California law.
• This posting complies with California pay transparency requirements for roles based in San Diego.
