Position Summary
Echelon Services is hiring a Microsoft 365 Power Platform Developer to design, build, and sustain low-code solutions that automate business processes and deliver clear, actionable data for our NAVWAR and NIWC Pacific customers in San Diego. You will create secure apps, flows, and dashboards in Flank Speed using Power Apps, Power Automate, Power BI, SharePoint, and Dataverse, while enforcing configuration and release controls across environments. This role requires an active TS/SCI and the ability to work in classified spaces as needed.
Key Responsibilities
• Analyze mission processes and data sources, then design Microsoft 365 and Power Platform solutions that automate workflows and surface metrics in Power BI for leadership and working-level audiences. Create SOPs and user guides for everything you build.
• Develop and maintain Power Apps (canvas and model-driven), Power Automate flows, Power BI datasets and reports, and Dataverse tables with role-based security. Implement best practices for data modeling, performance, and accessibility.
• Apply configuration management discipline to Microsoft 365 solutions. Control versions and baselines, maintain configuration documentation, and manage promotion across dev, test, and production in alignment with government standards.
• Implement secure integrations with SharePoint, Teams, and other approved systems in Flank Speed. Recommend data-loss prevention rules, environment strategy, and governance guardrails.
• Prepare clean, accurate artifacts and briefings. Support meetings, capture minutes and actions, and provide recurring status updates in the customer's format and tools. Ensure every deliverable is Section 508 compliant.
• Provide customer training and adoption support for Microsoft 365 solutions, from small working groups to larger audiences.
• Work on site in San Diego as directed, with occasional access to classified networks and spaces in accordance with the DD-254.
Qualifications
Required Qualifications
• Active Top Secret with SCI eligibility and ability to work in classified spaces as tasking requires.
• Bachelor's degree in any field; data or software disciplines preferred.
• Seven or more years building and sustaining custom Microsoft 365 capabilities, including Power Apps, Power Automate, and Power BI, in production environments.
• Hands-on experience with SharePoint client object model, Dataverse tables and security groups, and integrating Microsoft 365 services within Flank Speed or GCC environments.
• Demonstrated configuration management practice for low-code assets, including versioning, documentation, and controlled releases.
• Microsoft Certified: Power BI Data Analyst Associate (PL-300) or ability to obtain within 90 days of hire.
• Strong communication skills and the ability to produce polished, error-free deliverables for technical and executive audiences.
Preferred Qualifications
• Experience supporting NAVWAR, NIWC Pacific, or PEO portfolios and working within Flank Speed.
• Microsoft certifications such as PL-400, PL-100, AZ-900, or SC-900.
• Familiarity with Power Platform ALM, environment strategies, DLP policies, and Azure DevOps or Git-based pipelines for solution deployment.
• Knowledge of Section 508 standards and creating accessible dashboards and documents.
Work Location, Schedule, and Travel
Primary place of performance is San Diego, CA, with on-site work at the NAVWAR Old Town Campus and local government sites as directed. Normal schedule is Monday through Friday, 0800 to 1600 local time. Occasional travel to other fleet concentration areas may be required.
Compensation and Benefits
• Base salary range: $150,000 to $180,000 annually, depending on experience, education, and certifications.
