Overview:
We are seeking an accomplished Senior Program Manager to support the Naval Sea Systems Command (NAVSEA) 09P – Navy Modernization (NM) Program. The Senior Program Manager will provide strategic leadership, program direction, and executive-level management across multiple task areas, ensuring effective coordination of Navy modernization and configuration management activities that enhance fleet readiness and lifecycle support.
Key Responsibilities:
Oversee all aspects of program planning, execution, and reporting for NAVSEA 09P efforts, including scope, schedule, budget, and risk management.
Manage multidisciplinary teams supporting Engineering Configuration Management (ECM), IT Systems Engineering, and Life Cycle Management of Navy modernization tools such as the Navy Data Environment (NDE).
Apply Earned Value Management (EVM) to track performance, ensure cost/schedule compliance, and support stakeholder decision-making.
Provide executive-level communication, briefings, and coordination with senior Navy leadership, program offices, and technical directorates.
Implement and maintain ISO 9001 Quality Management System (QMS) and CMMI Level III process standards to ensure consistent quality and process improvement.
Direct personnel management, including staff development, task prioritization, and performance evaluations.
Contribute to modernization policy, process governance, and technical documentation updates (e.g., NMP-MOM, Technical Specifications).
Required Qualifications:
Master’s degree in Business, Engineering, or related discipline.
Project Management Professional (PMP) certification.
15+ years of experience in Program/Project Management.
Demonstrated experience in Earned Value Management.
Proven supervisory and personnel management experience.
Experience applying ISO 9001 QMS, CMMI Level III, and Engineering Change Management principles.
Strong communication and briefing skills at the executive level.
Preferred Qualifications:
Master’s degree in Engineering Management or Business Management.
Program Management Professional (PgMP) certification.
15+ years of DoD/Navy Program Management experience.
Familiarity with DoD 5000-series acquisition policies and processes.
