Position Overview:
We are seeking a Senior Project Manager to lead complex, multi-year Navy modernization programs. This role is critical to the planning, direction, and success of major programs, systems development efforts, and research initiatives with significant impact on Navy operations.

Key Responsibilities:
Lead program planning, definition, and execution for Navy Modernization initiatives, including oversight of multiple sub-programs and tasks.
Establish, monitor, and control program milestones, schedules, budgets, and costs to ensure successful program outcomes.
Apply ISO 9001 Quality Management System (QMS) principles, CMMI Level III best practices, and Engineering Change Management processes to ensure compliance and quality of deliverables.
Facilitate collaborative teamwork across NAVSEA 09P stakeholders, including internal teams, Navy commands, PEOs, regional maintenance offices, and field activities.
Coordinate and oversee internal communications to support policy governance, process management, and Navy modernization objectives.
Manage personnel, providing mentorship and guidance to project teams to optimize performance and professional development.
Support the lifecycle management and execution of Ship Change Documents (SCDs), including scheduling, monitoring, and providing guidance to stakeholders.
Oversee and facilitate Navy Modernization Process Team (NMPT) meetings, O-6, 1 & 2-Star Flag, and 3-Star Flag Decision Boards (DBs), ensuring timely and accurate information flow.
Provide end-to-end program support for the Navy Data Environment (NDE), including system administration, technical documentation, training, troubleshooting, and reporting.
Develop, deliver, and maintain executive-level briefings, monthly metrics, reports, and policy recommendations for NAVSEA 09P leadership.
Conduct program assessments, gather stakeholder feedback, identify corrective actions, and implement process improvements to enhance Navy modernization outcomes.
Ensure operational readiness of NDE, including managing configuration, database support, use/test cases, and daily stakeholder helpdesk support.
Required Qualifications:
Bachelor’s degree in Engineering or Business Management.
Project Management Professional (PMP) certification.
15+ years of project management experience, including milestone management and program execution.
Demonstrated experience with ISO 9001 QMS, CMMI Level III, and Engineering Change Management.
Strong facilitation skills for collaborative teams and internal communications.
Proven personnel management experience.
Preferred Qualifications:
Master’s degree in Engineering Management or Business Management.
15+ years of DoD/Navy program management experience.
Knowledge of DoD/DoN procedures and policies (DoD 5000 process).
Experience with Navy Data Environment (NDE) or other IT systems supporting Navy modernization programs.
