Strategic Analysis, Inc. (SA) Is actively seeking a Budget Execution Analyst to support the Advanced Research Projects Agency for Health (ARPA-H).
Responsibilities:
1. Conduct in-depth financial analysis and monitoring budget activity to support compliance with the operating plan and prevent Anti-Deficiency Act violations
2. Evaluate the impact of internal and external policy changes on budget execution, proactively identify solutions, and collaborate with stakeholders to provide training, guidance, and support on Budget Execution (BE) processes
Requirements:
1. Minimum of five years in federal budget execution and/or accounting
2. Deep knowledge of OMB Circular A-132, federal accounting standards, Interagency Agreements (G-Invoicing), and the full spectrum of federal budget execution processes-from appropriation to disbursement
3. Advanced quantitative, accounting, and financial analysis skills, with expert-level proficiency in tools such as Excel
4. Proven ability to analyze complex data sets, conduct research, identify anomalies, and deliver actionable recommendations aligned with organizational goals
5. Ability to translate complex financial concepts for non-financial audiences.
6. Recognized as a technical expert and problem-solver on complex program and financial issues
7. Excellent written and oral communication skills, including the ability to collaborate and work effectively with cross-functional teams
8. Capacity to work both independently and collaboratively
Education: Bachelor's degree. Accounting degree preferred but not required
Position is remote but some travel is anticipated.
Clearance: Ability to obtain HHS Public Trust.
