Job description:
Provide recommendations to incorporate the courseware (data) into another like system or expand the current Oracle courseware database. The courseware database shall support the current media and shall be capable of including other instructional media such as but not limited to text, audio & video content, images, computer-based interactivity and power-point presentations. Provide initial and follow-on training to Government personnel as required. Training should include management of content objects, definition of training programs, use of supporting documentation, and methods to employ the LMS application to support courseware and training program revisions. Perform corresponding duties called out in the PWS.
Qualifications Required:
1.3.1.1. Standard of Performance for Instructors. The standards of performance for instructors shall be
equivalent to completion standards of the applicable Instructor Upgrade Training Course and the Classroom
Instructor Course (CIC). The contractor shall provide academic and training device instruction to allow
students to achieve the learning objectives associated with applicable syllabi or training plans. In general,
the Government shall evaluate student accomplishment of learning objectives by written tests and training
device events (simulated (CRC or BCC) or live-fly (CRC- only)). Deficiencies in student academic objective
achievement identified by test trend analysis shall be presented at the Curriculum Reviews (refer to Section
1, para 1.4.4.1.). The contractor shall provide measures to correct identified trends. Contract instructors
shall have a working knowledge of all applicable publications listed in Appendix 2 of this PWS and use
these publications, as required, while providing instruction. Air Traffic Control service and radio calls used
shall be in accordance with the most current edition of the Federal Aviation Regulation (FAR) Handbook
7110.65 and local directives. The Government shall provide controlled access to all required classified
manuals.
1.3.1.2. Academic Instruction. The contractor shall perform academic instruction using Instructor/Lesson
Guides to accomplish required lesson tasks IAW the estimated workloads in Appendix 1. The contractor
shall perform the following tasks:
1.3.1.2.1. Assist in the development and production of an academic training schedule for academic
sessions, lessons, and training device events. The training schedule shall be delivered IAW LOP (Local
Operating Procedures).
1.3.1.2.2. Prepare classroom for instruction.
1.3.1.2.3. Issue lesson-related student materials.
1.3.1.2.4. Perform academic instruction as required by the applicable syllabi and/or training plans.
1.3.1.2.5. Monitor self-paced and computer-based instruction providing academic instruction as required.
1.3.1.2.6. Ensure students properly use equipment.
1.3.1.2.7. Report equipment problems IAW LOP.
1.3.1.2.8. Provide remedial student training in accordance with the appropriate syllabus or training plan.
Remediation shall be scheduled IAW LOP. Remedial training shall be scheduled to allow continued
normal progression in the syllabus or training plan.
1.3.1.2.9. Review lesson objective with students preparing for examination.
1.3.1.2.10. Administer, score, and debrief student examinations IAW established policy.
1.3.1.2.11. Review and respond to the Government training subject matter expert (T/SME) and
Government courseware subject matter expert (CW/SME) issues surfaced during surveillance, end-ofblock,
end-of-course critiques, and Graduate Evaluations. Coordinate all student comments critiques and
courseware corrections, to include errata sheets, with the Government prior to use in the classroom.
1.3.1.2.12. When required, perform as Subject Matter Experts (SME) for courseware development and at
courseware review meetings to include the Syllabus Review Board.
1.3.1.2.13. Manage academic programs (e.g., configuration control) to comply with Air Force
Instructions (AFIs), handbooks, etc.
1.3.1.2.14. Develop and maintain instructor continuity folders and student grade books, as required.
1.3.1.2.15. Operate academic equipment (e.g.: projectors, televisions, computers, CBT, Smart board,
etc.).
1.3.1.2.16. Maintain academic courseware reference material (e.g.: T.O., reference notes, publications,
etc.).
1.3.1.2.17. Assist in training upgrading military or other Government instructors as hours are available
in Appendix 1 workloads and in coordination with local Government TSME.
1.3.1.2.18. BCC Only. Academic instruction for the BCCs may be conducted as one-on-one sessions or
in groups as students arrive on station.
1.3.1.3. Training Device or Part Task Trainer Instruction Specific Tasks. The contractor shall perform
training device or part task trainer missions/events using event lesson plans to accomplish required event
tasks IAW the estimated workloads in Appendix 1. The contractor shall perform the following tasks:
1.3.1.3.1. In support of academic and training device events, instruct Weapons Director service and radio
calls in accordance with current edition of the Federal Aviation Regulation (FAR), Handbook 7110.65,
AFI 11-214, and local directives.
1.3.1.3.2. Review each student's grade book prior to brief of training device instruction.
1.3.1.3.3. Conduct briefings covering required items before and after training device events, in
accordance with the approved pre-briefing and de-briefing guides. This includes use of software tools as
appropriate.
1.3.1.3.4. Accomplish 100% of the specified event tasks during the training device or part task trainer
period, unless student progress or maintenance problems will not allow completion. Non-effective
training device events shall be rescheduled.
1.3.1.3.5. Instruct students in techniques and corrective actions to help students avoid repetition of errors.
1.3.1.3.6. Record student performance on individual event grade sheets in accordance with current
directives and courseware control documents.
1.3.1.3.7. Provide Air Force and maintenance personnel with event data required to build training device
events into software formats.
1.3.1.3.8. Document all training AFMAN AFI 13-1 BCC, AOC, or CRC Vol. I , ACCI 11- 464 and local

1.3.1.3.9. Conduct BCC or CRC contractor instructor upgrade training and conduct BCC or CRC
contractor instructor certification evaluations.
1.3.1.3.10. Assist in training Government personnel as instructors IAW local operating procedures as
hours allow in Appendix 1 and in coordination with local Government TSME.
1.3.1.3.11. Assist with development of courseware and support material for FTU instruction or
IQT/MQT/CT instruction.
The following qualifications are required for personnel employed as CWD SME: 1) Five years’ developing courseware and/or instructor/education experience; 2) Completed a formal Criterion Referenced Instruction (CRI) course; 3) Associate’s degree (or higher) with completed courses in test and measurement applications, statistics, psychology of learning, ISD applications, curriculum and instructional development, evaluation design application and theory, or computer based instructional design applications; 4) Seven years’ experience as a Theater Air Control System (TACS) Operator; 5) Three years’ experience with AN/TYQ-23 ( V.5) operations or 2 years of AN/TYQ23A; 6) Proficient with current Microsoft Office and Windows OS IAW MAJCOM Standard configuration; 7) Prior completion of a military ISD course or equivalent or complete it within six months of hire.
The following qualifications are desired personnel employed as CWD SME: 1) Bachelor’s degree; 2) Multiple previous Control and Reporting Center (CRC) duty position qualifications; 3) Advanced Weapons Director Course/Weapons School Graduate.
