The Program Manager is a senior leadership role and single point of accountability for full contract performance. The incumbent will oversee ~70+ personnel, manage multiple specialized workstreams, and ensure that all delivery operations, service, technical, processes executed to plan. This role reports to the Account/Contract Director and provides direct oversight of the Operations Supervisor and all tasks or service leads. The Program Manager drives governance, SLA/KPI adherence, risk & change control, financial performance, and strategic evolution (cloud, automation, analytics) to align with WMATA's IT roadmap.

Key Duties & Responsibilities

• Lead end-to-end contract delivery across 72+ personnel and multiple functional streams (service desk/field, infrastructure, cybersecurity, applications, etc.).
  
• Maintain and update the Program Management Plan and Integrated Master Schedule (IMS).
  
• Establish and run program governance forums (Steering, IPTs, Change Control Board).
  
• Monitor, enforce, and report on SLA / KPI / performance metrics across all workstreams.
  
• Oversee risk, issue, and change management processes, lead mitigation and corrective action.
  
• Manage customer engagement, executive reporting, and stakeholder communication at senior levels.
  
• Lead workforce planning, staffing, performance management, escalation, and succession.
  
• Develop, manage, and track the contract budget, including cost forecasting, variance control, and subcontractor oversight.
  
• Drive innovation in service delivery automation, analytics, predictive tools, cloud adoption in alignment with WMATA's evolving IT strategy.
  
• Ensure compliance with audit, quality, and control requirements, support audit readiness.
  
• Interface with WMATA, prime-level leadership, partners, and subcontractors to ensure alignment and accountability.
  

Required Qualifications

• Bachelor's degree (or equivalent).
  
• 10+ years of experience leading large, multi stream IT programs (50+ staff, multi-domain).
  
• PMP certification (required).
  
• ITIL v4 certification or must obtain within 90 days of assignment.
  
• Proven track record of managing contractors / subcontractors.
  
• Strong financial acumen-budgeting, cost control, forecasting.
  
• Exceptional stakeholder management and executive-level communication skills.
  
• Experience with governance, change control, risk/issue management, and audit compliance.
  
• Demonstrated leadership in driving innovation, process improvement, digital initiatives (automation, analytics).
  
• Experience in U.S. federal, transit, or government-related contracts is highly desirable.
  

Preferred / Differentiating Qualifications

• Master's degree (e.g., MBA, MIS).
  
• Experience in cloud migrations, DevOps, AI/ML initiatives, or automation frameworks.
  
• Experience in WMATA or transit agency IT environment.
  
• Experience with subcontractor integrations and coordination across multiple partners.
  
• Experience with performance-based contracts, cost-plus, or incentive-based contracting.
