IT Asset Management Lead

The IT Asset Management Lead is responsible for end-to-end lifecycle management of hardware, software, and digital assets across the WMATA IT environment. The lead ensures compliance, cost control, accurate reporting, and modernization of asset processes. This role supervises a small team, leads automation and process improvements, and coordinates with procurement, digital modernization, and materials stakeholders.

Key Duties & Responsibilities

• Oversee full asset lifecycle: requirement, procurement, deployment, tracking, maintenance, upgrade, migration, and retirement/disposal.
  
• Ensure compliance with licensing, regulatory, and audit requirements; maintain software license reconciliation and audits.
  
• Develop, refine, and enforce asset policies, standards, and procedures (e.g. CITAM/CHAMP, ISO 19770, ISO 9001).
  
• Lead team members, assign responsibilities, mentor, and review performance.
  
• Drive automation and tooling enhancements (CMDB integration, asset tracking, barcode/RFID, dashboards).
  
• Coordinate closely with Digital Modernization, Procurement & Materials, Finance, IT operations, and other stakeholders.
  
• Support data migrations, hardware refresh programs, upgrades, and transitions (e.g. cloud, virtualization).
  
• Generate reporting and metrics on asset utilization, costs, compliance, lifecycle forecasting, and depreciation.
  
• Identify cost-saving opportunities (asset consolidation, reuse, license optimization).
  
• Participate in audits and support ad hoc data requests and reconciliations.
  

Required Qualifications

• Bachelor's degree (or HS/GED + additional experience).
  
• 8+ years of experience in IT asset management, project/process management, and leadership.
  
• Strong knowledge of software licensing models (perpetual, subscription, maintenance) and compliance.
  
• Experience with asset lifecycle tools, CMDBs, ITSM/ITAM integrations.
  
• Familiarity with standards such as CITAM, CHAMP, ISO 9001, ITIL asset practices.
  
• Strong data, reporting, analysis skills (Excel, SQL, dashboards).
  
• Excellent stakeholder management, communication, and cross-functional coordination skills.
  
• Experience in a large, complex IT organization with multiple product lines and teams.
  

Preferred / Differentiating Qualifications

• Certification(s) such as CITAM, CHAMP, IAITAM, PMP.
  
• Experience in transit, public sector, or large infrastructure environment.
  
• Experience migrating asset management into cloud-centric or hybrid models.
  
• Experience enforcing audit controls and handling audit responses.
  
• Experience with RFID, barcode, tagging, or IoT-enabled asset tracking.
