Shields Point, LLC a subsidiary of Alutiiq, LLC has a potential opportunity for an (OCONUS) HNP Subject Matter Expert - PIC (Public Information/Communications) Advisor. The Advisor shall provide useful advice and sound management guidance to the head of the HNP Public Information Officer (PIO) in conjunction with the Center for Information and Operations (CRO) and other senior HNP leaders regarding Public Information/Port Parole (French for PIO) and work with the HNP leadership to expand the capacity of the HNP's Public Information office to include mentoring and advising communication between HNP and media outlets and the general public.

The Advisor will also advise and mentor the research, drafting, editing, and dissemination of timely and accurate fact sheets, newsletters, brochures, presentations, maps, photos and all other public information materials related to HNP activities written in English and, when necessary, translated into French or Haitian Creole. These materials will also include Word, PowerPoint presentations, and web use, as well as policing practices outside of Port-au-Prince into geographical areas where it can inform local citizens and counter gang influence.

The Advisor will coordinate all activities with INL Haiti, attend regular meetings at the Embassy with INL Haiti and other U.S. Embassy offices, and be responsible for preparing written reports and supervise and manage HNP interactions with the public and feedback to improve the HNP PIO overall performance and attend events to ensure fair and accurate coverage and monitor news to transmit the desired image to the public to include department announcements, speeches, or formal letters made available to the public.

This opportunity is for a POTENTIAL CONTRACT award and is contingent upon the contract being awarded. Consideration for a potential contract may require a signed letter of intent. If the contract is awarded, another position posting will be available on the Company Careers portal.

Payrate: $171,600 Annually + Uplifts

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • Bachelor's or master's degree with significant study in relevant field such as journalism, communications, international relations, international development, public administration, development/area studies and social studies.
  • Pursuant to the Government Contract, you must be a U.S. Citizen.
  • Additional training in one or more of the following areas will also be taken into consideration: development outreach and communications, writing, journalism, web site content management, presentation skills.
  • A minimum of eight to ten years of professional experience in journalism, communication or public relations, preferably in an international setting, which would work in an international setting, which would include work in an international, a corporation, a government/ public diplomacy, or an NGO is required.
  • Overseas experience in disseminating information to a variety of target audiences is required, as is demonstrated expertise in designing implementing effective public relations/ communications campaigns directed at both closely targeted audiences and the general public. Prior experience disseminating information for a large metro police department is not required, but desirable.
  • Help maintain and uphold a certain image and identity for HNP government officials.

Preferred Qualifications or Skills:
  • French and/or Haitian Creole language ability
