About The Role
The Health and Financial Solutions Team is seeking a Technical Project Manager to join our Agile team supporting the Centers for Medicare and Medicaid Services (CMS) to drive enhancements to the Medicare Durable Medical Equipment (DME) claims processing.
The Technical Project Manager is a driven leader and relationship builder who knows how to set, monitor, and measure progress toward product goals using Agile tools and methods. This opportunity is ideal for a Product Owner who thrives in a fast-paced environment, can flex to the needs of customers and teams, and wants to work on meaningful problems that impact millions of Medicare beneficiaries.

Details
Target Salary Range: $112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.

About The Role

What You'll Do:
- Collaborate with CMS customers, end-users, and stakeholders to understand and anticipate needs, including those related to the DME system, and translate them into clear product requirements.
- Define and communicate the product vision, maintaining a product roadmap aligned to CMS and program goals.
- Manage the product backlog, prioritizing work based on evolving objectives and ensuring alignment with the product strategy.
- Oversee all stages of product development, including design, development, testing, and deployment of new features.
- Work closely with the team and customer to create, refine, and validate user stories that align with business and technical objectives.
- Partner with the Scrum Master to remove impediments and drive delivery of sprint and release goals.
- Monitor and evaluate product progress, reporting outcomes and updates to stakeholders and customers.
- Serve as a liaison between the product team, customer, and stakeholders to ensure transparency and alignment.
- Facilitate and actively participate in Agile ceremonies.
- Leverage Atlassian tools such as Jira and Confluence to manage requirements, workflows, and documentation.
- Collaborate with Scrum Masters, Release Train Engineers and team members to continuously grow in the role and improve team performance.
- Empower the development team to deliver value while maintaining flexibility and focus on outcomes.
Qualifications
Required Qualifications:
- 10 years of experience, may have supervisory or lead experience
- Strong communication and interpersonal skills with the ability to build trusted relationships across teams, leadership, and stakeholders.
- Solid understanding of the product lifecycle and Agile methodologies including backlog management, sprint planning and iterative delivery.
- Experience working within the Scaled Agile Framework (SAFe), including participation in PI planning, system demos and Agile ceremonies.
- Familiarity with software development practices and ability to translate technical concepts for non-technical stakeholders.
- Strong analytical, problem-solving, and planning skills with critical thinking capabilities.
- Excellent technical writing, presentation, and delivery skills.
- Highly organized, ability to manage multiple priorities, adjust to shifting business needs, and thrive in a fast-paced environment.
- Proficiency with Jira and Confluence, including experience managing product backlogs, documenting requirements and tracking progress.
- Ability to obtain and maintain a Public Trust clearance.
- US Citizenship is required.
- Must reside close to Windsor Mill, MD for possible in office days.
- Bachelors or Masters degree
- Experience with Medicare Part A, Part B, CWF, or DME systems.
- Knowledge of CMS healthcare claims processing
- Prior federal program or CMS related experience.
- Familiarity with tools such as TestRail, GitHub
