Position Overview:
We are seeking a skilled and driven Proposal Manager to lead and coordinate the development of compliant, compelling, and competitive proposals for government contracts. The Proposal Manager will work closely with capture managers, technical subject matter experts (SMEs), pricing teams, and executive leadership throughout the entire proposal lifecycle—from RFP analysis to final submission.
This role is critical in helping BEAT grow its federal contracting footprint and secure new business opportunities in the defense and federal government sector.

The Proposal Manager will work closely with capture managers, technical subject matter experts (SMEs), pricing teams, and executive leadership throughout the entire proposal lifecycle—from RFP analysis to final submission.
This role is critical in helping BEAT grow its federal contracting footprint and secure new business opportunities in the defense and federal government sector.
Key Responsibilities
- Lead the end-to-end proposal development process for federal opportunities (DoD, DHS, etc.)
- Analyze solicitations (RFPs, RFIs, RFQs, Task Orders) for requirements and evaluation criteria
- Develop and manage proposal schedules, compliance matrices, outlines, and kickoff meetings
- Collaborate with capture managers and BD staff to define win themes, discriminators, and messaging
- Coordinate with SMEs, writers, editors, and graphic designers to develop proposal content
- Ensure proposals are compliant, well-written, and aligned with customer requirements and internal standards
- Manage color team reviews (Pink, Red, Gold) and incorporate feedback
- Lead final production and delivery of proposal submissions (digital or physical)
- Maintain and improve proposal templates, tools, and best practices
- Track proposal metrics and support post-submission debriefs or protest responses if required
Required Qualifications
- Bachelor’s degree in Business, Communications, English, or a related field
- 5+ years of experience managing federal proposal efforts, preferably for defense or government clients
- Strong knowledge of the federal acquisition process (FAR/DFARS)
- Proven experience with various contract types: IDIQs, GWACs, BPAs, task orders
- Familiarity with Shipley or similar proposal development methodologies
- Excellent project management and organizational skills
- Strong written and verbal communication skills
- Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe Acrobat
- Ability to lead cross-functional teams under tight deadlines
Preferred Qualifications
- APMP certification (Foundation, Practitioner, or Professional)
- Experience working with DoD agencies (Army, Navy, Air Force, etc.)
- Familiarity with GovWin, SAM.gov, or other federal opportunity databases
