Red River is seeking a highly skilled Senior Project Manager to lead a complex Department of War program in support of the United States Navy. This role is central to a broader initiative aimed at modernizing and unifying combat system platforms across multiple domains. At the heart of the program is a mission to deliver a scalable Integrated Combat System (ICS) through cutting-edge tech integration.
As the Senior Project Manager, you will oversee a multi-faceted effort involving multiple subcontractors, ensuring alignment with strategic program goals and strict compliance with security and technical requirements. You will coordinate across diverse technical domains-including system engineering and design, cybersecurity, infrastructure modernization, software development / integration, tactical system integration, and lifecycle sustainment-to drive successful outcomes. Experience with Foreign Military Sales (FMS) is highly desirable, as is a proven ability to lead within complex, mission-critical environments.
This position will be the primary responsible party for the dedicated team supporting System Security, reporting back to the larger Program Director for the overall Navy program. You will act as the hiring manager within this dedicated team and build this new group over the coming years including a mix of subcontractors and direct hires. You will have primary responsibility for reporting back directly to the Navy on System Security status of tasks and deliverables.

Key Responsibilities:
- Lead and manage all aspects of the program lifecycle, from planning through execution and delivery.
- Oversee and coordinate the efforts of multiple subcontractors to ensure timely and quality deliverables.
- Serve as the primary point of contact for government stakeholders and internal leadership.
- Ensure compliance with DoD and Navy standards, particularly in system security and network architecture.
- Monitor project performance, manage risks, and implement corrective actions as needed.
- Support the integration of IT infrastructure and networking solutions into combat system environments.
- Provide strategic guidance on Foreign Military Sales processes and requirements , as well as unique system engineering requirements supporting exportability .
- Prepare and present program status reports, briefings, and documentation.
- Travel as needed to locations around the Washington, D.C. area and OCONUS to support program activities and stakeholder engagements. OCONUS travel is expected to be minimal within the first year, at 10% or less.
- Expectation is for routine work within secure government spaces and use of unclassified and classified communications with government and contractors.
Required Qualifications:
- Active Secret Clearance.
- Bachelor's degree in Engineering , Information Technology, Business, or related field. (Experience in lieu of a degree may be considered)
- 8+ years of project management experience in a DoD or Navy environment.
- Proven experience managing subcontractors and cross-functional teams.
- Strong understanding of system security, IT infrastructure, and networking in support of combat systems.
- Excellent communication, leadership, and stakeholder management skills.
Preferred Qualifications:
- PMP or equivalent project management certification.
- Experience with Foreign Military Sales (FMS) programs.
- Familiarity with Navy acquisition and program management processes.
- Master's degree in a relevant field.
