The Leidos Digital Modernization Sector is seeking an accomplished Senior Capture Manager to drive business growth within the Intelligence Community, with a primary focus on the Maryland Procurement Office (MPO). This strategic role is responsible for securing existing contracts and winning new business opportunities through comprehensive capture management and business development excellence.
Position Summary
The Senior Capture Manager will lead the development and execution of comprehensive capture strategies for approved pursuit efforts. This role orchestrates all aspects of bid strategy, including cost/price positioning and win probability analysis, while providing oversight of proposal development across all volumes. The position requires building high-performing capture teams and cultivating a culture of ethical winning.
The ideal candidate has a proven record of success leading $100M+ captures, strong familiarity with Intel IT customers, and an established professional network within the IC community.

Primary Responsibilities
Strategic Planning & Customer Engagement
- Develop comprehensive plans to secure knowledge and understanding of customer requirements, issues, and needs throughout pursuit and capture phases
- Lead core team planning sessions to align capture strategy with customer objectives
- Coordinate strategic meetings with customers, competitors, clients, and teammates to develop market insights on requirements, acquisition strategy, timing, and contract vehicle options
Capture Execution & Leadership
- Plan and facilitate capture activities, including opportunity gate reviews, competitive assessments, black hat sessions, collaboration workshops, and proposal reviews
- Lead competitive analysis, teaming arrangements, and price-to-win initiatives
- Apply and document the Leidos capture planning process and best practices with practical precision
- Provide capture status briefings to senior management at key milestones, during material changes, and as required
Proposal Development & Documentation
- Support the development of white papers, Request for Information (RFI) responses, and other proposal artifacts as assigned
- Ensure proposal volumes meet quality standards and align with capture strategy
Continuous Improvement & Mentorship
- Conduct comprehensive after-action reviews with all capture participants to document lessons learned and identify process improvements
- Mentor program managers and rotational staff in capture management methodologies
- Support additional business development activities as assigned
Basic Qualifications
Education & Experience:
- Bachelor's degree with 15+ years of relevant experience, OR
- Master's degree with 13+ years of relevant experience
- Equivalent additional experience may be considered in lieu of degree requirements
Required Skills & Experience:
- Demonstrated leadership in developing, organizing, and executing significant capture activities, including industry team building, win probability assessment, and customer call plan execution
- Proven track record of successful capture management in the enterprise IT market across multiple organizations and program offices at various acquisition sizes
- History of leading and winning large, complex contracts while managing robust pipelines
- Experience leading and collaborating with teams in virtual environments
- Strong technical writing and proposal development capabilities
- Excellent verbal communication skills with proven experience presenting to executive leadership
- Willingness to travel to support customer visits and strategy workshops (up to 10% annually as required)
- Active TS/SCI with Polygraph
Preferred Qualifications
- 3+ years of program management or systems engineering experience
- Professional training certification in Capture Management
- 5+ years of demonstrated experience in Enterprise IT and Cybersecurity
