POSITION SUMMARY

Joining Constellis in this Watch Officer / Intelligence Operations Specialist role will allow you to use your expertise to help detect and prevent acts of violence against the Legislative Branch of the United States Government. This position has a training requirement. You will be required to attend and successfully complete on the job training. You may be required to successfully complete additional training as a condition of continued employment. Failure to successfully complete the required course(s) of training in accordance with either Constellis or United States Capitol Police standards and policies will result in demotion, or separation as determined by management and appropriate procedures.

Responsibilities:

Key member of a team of intelligence and security professionals detecting and preventing acts of violence against members and the institution of the United States Congress. Duties include but are not limited to:
  • Serves as primary dayshift Watch Officer Monday through Friday, providing, all source intelligence support, reporting, and guidance to a diverse group of government and contract personnel.
  • Works with fellow Assistant Watch Officers and other professionals to ensure proper handling of priority intelligence requirements, knowledge and understanding of protective intelligence, threats, and inappropriate communications, known or suspected criminal activity and domestic and terrorist organizations, operating domain situational awareness, and ability to collaborate and communicate across multiple sites and locations. Ensures proper handling and proper notification and reporting of timely and relevant information.
  • Generalized knowledge of Watch operations to include technical knowledge of intelligence (collection, analysis, and evaluation). Ability to plan and accomplish operational goals and assignments, develop plans and techniques to improve operations, policies, and programs.
  • This position serves as Watch Officer and performs duties related to executing the operational protective mission. This includes conducting complex analysis and devising procedural and technical improvements to increase efficiency and decrease risk to members and the
  • institution of Congress. Performs complex analysis of policies and guidance related to Watch operations. Ability to identify and make recommendations as they relate to operational issues and ability to document best practices for process improvements.
  • Under limited direction, understands, explains, and directs others to execute Intelligence Indications & Warnings Watch's standard operating procedures to perform complex preliminary analysis, administrative reporting, database checks, and other tasks as assigned in support of the agency's security and protective mission.
  • Conducts, or directs others to conduct, intelligence and an organization's database checks in support of Agency's incident response and performs preliminary triage research and analysis to enhance understanding of potential indications of threats to members of Congress and to confirm or validate threat allegations when possible. Established policies/procedures provide guidance for most assignments but allow considerable discretion to select the most appropriate approach or to recommend new approaches.
  • Drafts intelligence summaries in response to standing Organization's intelligence requirements by compiling all-source intelligence and relevant operational and incident reporting and provides quality control of other's work as needed. Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity.

from an acc r e dited college or university. On a case-by-case basis combinations of successfully completed graduate level education and experience may be used to meet total qualification requirements for this position.

  • Primary U.S. residency for at least three of the last five years (additional details below)
    • Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
    • Working for the U.S. Government as a federal civilian or as a member of the military
    • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
    • Participation in a study abroad program sponsored by a U.S. affiliated college or university
    • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
  • You will be required to pass a background investigation.

  • You must possess a bachelor's degree from an accredited college or university. A graduate-level degree is preferred.

  • Possess at least an active Secret security clearance
  • This position is not subject to a polygraph for employment; however, it does require the highest standards of integrity. As such, once employed the incumbent could be asked to submit to a polygraph exam and have favorable results to continue in the position.
  • You qualify if you possess three (3) years of specialized experience performing duties such as:
    • Experience applying analytical concepts and methodologies to execute Intelligence Indications & Warnings Watch standard operating procedures to perform complex preliminary analysis, administrative reporting and database checks; and)
    • Coordinating intelligence gathering/analytical concepts, principles, methods, and techniques sufficient to analyze and provide guidance to others on in-depth, raw, and finished intelligence reports to determine if they meet standing an Organization's intelligence requirements; and)
    • Collecting, recording, and analyzing data/information to conduct intelligence and Organization's database checks in support of an agency's incident response and conduct preliminary research and analysis to enhance understanding of potential indications of threats to transportation.
    • Interpreting laws and regulations of a broad range of Federal, state, and local agencies relating to threats of violence and inappropriate communications.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

WORKING CONDITIONS

The work environment is exclusively office based. You may be required to perform work on a shift and rotational basis. You must be readily available to work overtime on a scheduled or unscheduled basis in excess of the 40-hour work week. This position does not require a uniform. The requirement is business attire unless otherwise authorized, e.g., "business casual."

PHYSICAL REQUIREMENTS

May be required to lift and carry awkward items weighing up to 25 lbs. Requires intermittent standing, walking, sitting, squatting, stretching, and bending throughout the workday.
