JOB DESCRIPTION:

The Navy Business Group currently has a career opportunity for Fleet training program analyst to provide support to Commander, U.S. Fleet Forces (USFF) in Norfolk, VA.

The individual in this position will provide fleet deployment training program policy and standards analysis support and serve as an action officer for the USFF Fleet/Joint Training Directorate (N7). The ideal candidate will be an experienced program analyst (at least eight years of experience) and SME in fleet training policy and standards. Echelon III (or higher) staff experience and a working knowledge or understanding of U.S. Navy fleet training policy and programs, the Optimized Fleet Response Plan (OFRP), and the Fleet Response Training Plan (FRTP) are highly desired for this position. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as experience in:

• U.S. Navy fleet training, operations, policy, systems, and staff procedures.

• Managing / prioritizing large, complex projects involving numerous stakeholders.

• Leading working groups and cross-functional teams.

• Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.

• Engaging Senior Staff at the Flag Officer/Director/Manager level.

• Conducting fleet training analysis/assessment to identify gaps, needs, and solutions.

Specific Functional Area duties include, but not limited to:

• Assist in the validation and prioritization of Fleet training requirements to meet Fleet operational needs and provide recommendations to government personnel.

• Assist in the validation and development of Fleet training initiatives based on guidance and policy documents.

• Conduct research, propose courses of action, and develop presentations/decision papers to assist USFF government representatives in the implementation of new and emerging Fleet training programs/initiatives.

• Assist in the development, coordination, and maintenance of Fleet training policies, processes and programs associated with validated Fleet Response Training Plan (FRTP), Optimized Fleet Response Plan (OFRP), and Global Maritime Response Plan (GMRP) requirements.

• Coordinate Navy-wide reviews of Fleet training policy and adjudicate issues to ensure alignment across the Fleet.

• Provide assistance and advice to government representatives in support of a variety of Fleet training forums, meetings, conferences, and working groups.

• Coordinate with Fleet training stakeholders on matters related to OFRP, FRTP, and GMRP policy and execution.

• Assist with the review of Navy-wide instructions and doctrine, such as Concept of Operations (CONOPS), Required Operational Capability/Projected Operational Environment (ROC/POE), Navy Training System Plans (NTSP), Mission Function & Tasks (MFTs), and Tactics, Techniques and Procedures (TTP) and provide recommendations to improve the documents and incorporate associated Fleet training equities.

• Support, analyze, coordinate, and provide timely responses to formal, informal, emergent, and routine tasks concerning Fleet training.

• Provide assistance and advice on the planning, coordination, administration, and execution of the Fleet Training Integration Panel (FTIP).

• Assist with the FTIP training requirements governance process including identifying, validating, and documenting Fleet training requirements.

• Provide current, accurate and complete Fleet training related point/information papers, briefs/presentations, and executive summary memorandums to inform USFF leadership of decisions on associated Fleet training issues.

Qualifications

REQUIRED BACKGROUND / EDUCATION / SKILLS:

• U.S. citizen with Bachelor of Arts or Science degree and Secret clearance.

• Active military duty experience including recent fleet training experience at or above the mid-grade officer or senior enlisted level.

• Six (6) years of general training program analyst and Functional Area experience (10 years in lieu of degree will be considered); see detailed tasks above.

• Superior knowledge and proficiency in analytical methodology, assessments, and program evaluation with commensurate expertise in preparing project papers, senior management level briefings / presentations and executive correspondence.

• Proven written and verbal communication skills and ability to act independently and manage time effectively.

• Experience in use of MS Office (e.g., Word and PowerPoint) products.

DESIRED BACKGROUND / EDUCATION / SKILLS:

• Experience as an Echelon III (or higher) staff officer.

• Comprehensive understanding of all phases of the OFRP / FRTP.

• Familiarity with the GMRP, OFRP, FRTP and Fleet Training policy documents, including the Fleet Training Continuum (FTC).

• Understanding of the Fleet training Command and Control (C2) structure.
