Job Description

This position supports NATO's Allied Command Transformation (ACT) in developing cyberspace operations capabilities aligned with the Warfare Development Agenda. The role involves concept development, stakeholder engagement, experimentation, and engineering support to advance NATO's cyberspace posture.

Responsibilities
  • Concept Identification & Development
    • Analyze NATO operational needs, strategic guidance, and literature to identify cyberspace capability concepts.
    • Focus areas include Cyberspace Situational Awareness (CySA), Decision Support, and Cyberspace Command and Control (CyC2).
    • Lead full lifecycle concept development: research, scope definition, drafting, submission, and approval.
  • Community Engagement
    • Build and maintain Communities of Interest (COIs) across NATO entities, member nations, industry, and academia.
    • Coordinate closely with the ACT Cyberspace Technical Director and Federation & Partnership SME.
  • Experimentation & Validation
    • Support feasibility analysis, experiment design, execution, and assessment of cyberspace concepts.
    • Contribute to validation campaigns under the guidance of the Technical Director.
  • Engineering Support
    • Develop engineering artifacts to support capability implementation.
    • Define capability requirements across all DOTMLPFI dimensions.
    • Conduct Analyses of Alternatives, architecture development, interoperability assessments, and operational evaluations.
  • Warfare Development Integration
    • Contribute to broader warfare development activities including foresight analysis, technical studies, and experimentation.
  • Event Participation
    • Organize and attend meetings, workshops, and conferences as needed (up to 20 travel days/year within NATO boundaries).
  • Additional Duties
    • Perform other contract-related tasks as directed by the Contracting Officer's Technical Representative (COTR).


Required Qualifications

- Hands-on experience in system engineering activities, including definition, implementation and engineering of operational/military concepts throughout the complete capability life cycle

- Hands-on experience in architecture drafting, preferably using NATO Architectural Framework (NAF) or similar standard (e.g. TOGAF)

- Demonstrated experience in planning, coordinating and executing workshops for various stakeholders including governmental agencies, academia and industry.

- Demonstrated experience in briefing senior leaders/decision makers

- Management level experience does not qualify.

Required Education/Certification

- Active US or NATO Secret Clearance

- University master's degree in engineering or computer science OR bachelor's degree with 5 recent years of experience in system engineering, capability concept development in a military context

- CISSP/CISSM Certifications OR GIAC Security Expert
