A. One year of specialized experience equivalent to the NH-02 (GS-11) grade level in the Federal service:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

As a TRAINING PROGRAM SPECIALIST at the NH-0301-3 some of your typical work assignments may include:
- Implement, evaluate, and coordinate Joint Transportation Management System (JTMS) education, training, and evaluation programs.
- Develop and implement policies concerning management of training programs.
- Conduct all aspects of designated course development from course inception through course completion, to include conceiving, developing, modifying, and sustaining existing courses and blocks of instruction; preparing an update of programs of instruction; identification of resource requirements based on projected training load; and preparing and participating in course proponent reviews.
- Perform all tasks necessary for the planning and execution of assigned courses including such things as class planning, coordination, execution, and close out.
- Coordinate with Service(s) on the development and delivery of training materials and on merging training with their specific training related systems.
- Prepare and deliver written reports and oral presentations, including briefings, training sessions, consultations, orientations, and discussions with USTRANSCOM leadership, supervisors, co- workers, and customers.

- Design training programs to develop customized training and materials based on identified needs.
- Deliver training sessions through facilitated in-person and virtual training sessions for employees at all levels while using using interactive methods such as role-playing, group discussions, and case studies to enhance learning.
- Evaluate training effectiveness through surveys, assessments, and feedback and analyzing the outcomes of this feedback to identify areas for improvement.
- Assess training needs through collaboration with managers and stakeholders to understand skill gaps and performance challenges.
