Job Description
The Department of Defense (DoD) Office of Small Business Programs (OSBP) is responsible for the development of small business policy, oversight of DoD's small business performance for prime and subcontracting goals, administration of small business programs, industry engagement, ensuring cyber resiliency of the small business industrial base and utilization of technology and big data principles to drive market research and small business inclusion in defense procurements.
In support of DoD OSBP’s mission, Eccalon assists with the APEX Accelerators program, formerly known as the Procurement Technical Assistance Program (PTAP), which visions a diverse and resilient domestic industrial base that can deliver preeminent solutions to the military and other government users. The program serves as the axis for existing and new business to strengthen the defense industrial base by accelerating innovation, fostering ingenuity, and establishing resilient and diverse supply chains.
Eccalon is responsible for supporting the APEX Accelerators program with project management, which requires working with program managers in the APEX Accelerators, formerly also known as the Procurement Technical Assistance Centers (PTACs), to ensure conformance with project schedules and performance metrics. The Program Analyst supports the APEX Accelerators program team by conducting analytical reviews, tracking performance, coordinating documentation, and assisting in project reporting and compliance activities.
Responsibilities
Thoroughly understanding the program’s vision and mission, the Program Analyst is essential in supporting the Office with the management of the entire project life cycle. In support of APEX Accelerators’ mission, the Program Analyst will:
• Assist in developing and updating notifications of funding opportunities and related documentation.
• Review and summarize project execution submissions, identifying trends, issues, or data gaps.
• Track project schedules, milestones, and deliverables to ensure adherence to timelines.
• Compile and organize data for project reviews, quarterly reports, and performance assessments.
• Prepare summaries, highlights, and success stories for internal and external reporting.
• Support evaluation of project outcomes and provide recommendations for continuous improvement.
• Monitor program data to identify potential risks, performance shortfalls, or compliance issues.
• Support coordination among stakeholders to facilitate information flow and timely responses.
• Assist in preparing briefing materials, correspondence, and presentations for leadership.
Required Qualifications
• Must have a current secret security clearance.
• Five or more years of experience as a program or project analyst supporting Department of Defense or similar federal programs.
• Proficiency in Microsoft Office, project tracking tools, and data analytics platforms.
• Strong analytical, organizational, and written communication skills.
• Ability to manage multiple assignments with attention to detail and timeliness.
• Demonstrated ability to work effectively within cross-functional teams in a dynamic environment.
Preferred Qualifications
• Bachelor's degree.
• Legal background.
• Experience working in federal or state agencies or non-profit organizations.
