Responsibilities

Noblis is seeking an experienced Enterprise Systems Engineer with a data focus to work in a dynamic mission-oriented environment within Bethesda, Maryland. A successful candidate will be responsible for designing, developing, and implementing comprehensive enterprise-level data strategies and solutions that align with organizational objectives and support strategic decision-making across the enterprise.

Job Responsibilities:

Data Strategy Development:

  • Design and develop enterprise data strategies that consolidate and analyze structured and unstructured data from diverse sources including big data environments.
  • Contribute to enterprise data warehouse strategies and master data management initiatives.
  • Develop strategies for ensuring data assets are supported by appropriate enterprise architecture to achieve strategic goals.
  • Provide technical leadership and high-level programmatic direction in enterprise architecture and data management.


Enterprise Architecture & Systems Design:

  • Design and implement enterprise-level data replication and synchronization architectures supporting continuous availability programs.
  • Develop data engineering architecture, workflow diagrams, and interaction models for complex enterprise systems.
  • Create enterprise architecture products including DoDAF compliant architecture views and data models.
  • Design network infrastructure, storage area networks, and enterprise management systems for large-scale environments.


Transition Planning & Intelligence Analysis:

  • Conduct analysis of transition planning and intelligence information requirements.
  • Develop architecture baselines to support organizational transformation initiatives.
  • Provide research and assistance with implementation of community policies and guidance.
  • Support business process improvements and systems analysis for missions, systems, and fiscal requirements.


Systems Engineering & Integration:

  • Apply systems engineering methodologies, tools, and techniques to enterprise data architecture projects.
  • Work with cross-discipline teams to ensure connectivity between various databases and enterprise systems.
  • Perform technical analysis and risk identification for transformation of distributed and mainframe environments.
  • Develop component and end-to-end test strategies for enterprise data systems.


Technical Leadership & Governance:

  • Provide senior technical and business strategy support as an enterprise architect.
  • Establish enterprise architecture governance frameworks and standards.
  • Lead architecture and engineering teams responsible for development and maintenance of enterprise architectures.
  • Coordinate with multiple stakeholders and organize technical interchange sessions for enterprise programs.

Required Qualifications

  • Must be a U.S. citizen and have an active Top Secret Clearance with SCI and Polygraph.
  • Typically requires a BS degree and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience.
  • Establishing robust enterprise data strategies that enable data-driven decision making across the organization.
  • Designing scalable and secure data architectures that support current and future business needs.
  • Ensuring enterprise systems connectivity and interoperability across diverse technology environments.
  • Providing technical leadership for complex, high-visibility enterprise transformation initiatives.
  • Implementing governance frameworks that ensure data quality, security, and compliance with regulatory requirements.
  • Supporting mission-critical transition planning and intelligence analysis requirements.


Desired Qualifications

Technical Capabilities:

  • Experience in enterprise architecture frameworks (DoDAF, TOGAF) and governance.
  • Experience in systems engineering methodologies and tools.
  • Experience with database management systems, data modeling, and optimization techniques.
  • Experience with enterprise data warehouse and master data management technologies.
  • Experience with business process modeling and requirements management.


Analytical & Leadership Capabilities:

  • Strong systems thinking and enterprise-level problem-solving abilities.
  • Experience leading cross-functional technical teams.
  • Experience with risk management and technical performance measurement.
  • Experience with providing program/project management and acquisition support.
  • Experience with configuration management and change control processes.


Communication & Collaboration:

  • Excellent technical communication and presentation skills to executive audiences.
  • Ability to work across organizational boundaries and facilitate enterprise solutions.
  • Experience coordinating with multiple stakeholders and government clients.
  • Strong documentation and technical writing capabilities.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
