Job Summary:

This position will be responsible for Quality Management and Safety performance across programs within the Critical Infrastructure Protection Operating Business Unit. Through strong written and verbal communications skill sets provides specialized technical expertise in support of the Quality, Safety and Security programs, including specialized inspection and testing techniques, quality training, safety training, statistical methods, audits, and initiate root cause analysis for problem solving and assessment. Creates inspection reports stating the conditions of a work area to ensure requirements are met. Makes recommendations for corrective action. Applies knowledge of quality/safety systems and tools to validate and verify contractually required standards for project execution. Implements principles of performance evaluation and prediction methods are used to improve product systems safety, reliability, and maintainability. Responsible for maintaining quality standard of products and the procedures and materials that go into work scope. Aligns quality management function with the performance needs of contracts/projects. Under general direction, is accountable for the performance and results of a related discipline or sub-group within a function. Manages the delivery of functional objectives by providing leadership and subject matter expert direction to team members. Participates in the development of functional strategy and may be responsible for global processes and procedures.

Roles and Responsibilities:
  • Within 30 days of hire be able to obtain and maintain a current certification for USACE/NIWC Certified for Quality Management for Contractors
  • Within 18 months of employment become a trainer to train and certify field technicians as a Competent Person in the OSHA requirements for Fall Protection and Fall Prevention
  • Development of Quality Plans for projects and proposals
  • Development of Program specific Policy and Procedures for projects
  • Development of Scope of Work documents for project vendors and subcontractors
  • Implement safety requirements in accordance with USACE EM 385-1-1dated 15 March 2024
  • Development of Safety Plans, AHAs, Tool Box Talks, and reports for programs and projects
  • Implement PPE safety training session in accordance with EM 385 -1-1 and OSHA requirements
  • Maintain training records of program/project field technicians
  • Implementation of Quality Programs on newly awarded contract programs/task orders
  • Implementation of Safety Programs on newly awarded contract programs/task orders
  • Quality Management of Quality Programs on existing programs/task orders
  • Safety Management of Safety Programs on existing programs/task orders
  • Subcontractor quality management and engagement
  • Vendor quality management and engagement
  • Development/improvement of tools, technologies, and processes to support programs quality and safety requirements
  • Organize, plan, and participate in various phases of day-to-day program management meetings and operational meetings
  • Analyze, organize, plan, and participate in internal and external ISO9001 Quality Audits on programs
  • Based on program requirements: When necessary procurement of material/ tools and equipment to support program efforts
  • Other duties as requested by CIP Deputy Director and/or CIP Director for the BU


Basic Qualifications:
  • Must be a US Citizen.
  • BS/BA degree and 9+ years of experience.
  • An associate's degree in science with at least 12 years of experience is acceptable in lieu of an undergraduate degree.
  • Must be able to obtain and maintain a Secret Clearance within 18 months of employment, upon request.
  • Must be able to obtain and maintain a Common Access Control Card (CAC) within 6 months of employment, upon request.
  • Certified/Trained in Adult First Aid/CPR/AED as outlined in the EM 385-1-1
  • OSHA 30 & OSHA 10
  • HAZWOPER 24Hour Certification


Preferred Qualifications:
  • BS degree in Occupational Health and Science
  • Certified Six Sigma-Green Belt
  • Qualified Safety Trainer in Fall Protection (PFAS) [24-Hr. Fall Protection Competent Person/Equipment Inspection and 8-Hr. Qualified Trainer]
  • Competence in understanding ISO 9001:2015 requirements
  • Competence in understanding ISO 14001:2015 requirements
  • Competence in understanding NFPA 12, 25, 70, 72, 101, 110, 730 and 731 requirements
  • Competence in understanding UL 325, 365, 827, 864, 1778, 2050 and 2610 requirements
  • Licensed Electrical Contractor
  • NICET Certified in FAS/MNS


Travel:
  • This role requires 10-20% travel.
