Responsibilities:
Develops, modifies, applies, and maintains standards for proposal‑quality operating methods, processes, systems, and procedures across the Grand Prairie organization. Conducts proposal inspections, testing, verification, and validation to ensure every submission meets customer, contractual, and internal requirements. Implements and continually refines proposal development and execution processes and methods, guaranteeing that all deliverables satisfy acceptable reliability and performance standards.
Defines overall operating criteria to drive the software‑and‑systems quality program in alignment with project, process, and contract objectives. Ensures that proposal and program control documentation—specifications, checklists, risk assessments, and compliance matrices—are fully compliant with contractual obligations, stakeholder expectations, and regulatory mandates. Reviews and incorporates applicable specifications, tools, techniques, and methodologies into each proposal package.
Performs or directs verification of proposal requirement allocations, traceability, and testability, guaranteeing that each requirement is explicitly addressed, measurable, and auditable throughout the bid lifecycle.
Basic Required Qualifications:
• Minimum Bachelor’s Degree
• Understanding of the Quality Management System (QMS), Quality Proposals and Quality Engineering
• Proficient in writing Proposals and Basis of Estimate (BOE)
• Strong knowledge of creating accurate, complete, correct, current, and competitive Proposals / Basis of Estimate (BOE) and meeting proposal deadlines
• Must be able to effectively communicate and interface with other functions such as PM, Engineering, GSC, Prod Ops, Manufacturing, and customers
• Strong organizational skills, attention to detail, ability to work in a dynamic environment, ability to train employees, and the ability to multi-task
• Practical communication skills, including written, oral, listening, presentation, technical writing, and collaboration
• Proficient skill level with Microsoft Office applications such as Excel, PowerPoint, etc.
• Ability to interpret Drawings, Specifications, Contracts, and other engineering requirements
• Demonstrate ability to use causal analysis tools to analyze and resolve technical / process issues varying from basic to very complex
Desired skills :
• An understanding of Geometric Dimensioning and Tolerancing (GD&T)
• An understanding of dispositioning non-conforming products
• Knowledge of Configuration and Data Management
• Experience in establishing Performance Metrics for identifying process improvement
• Experience in writing technical and cost volumes
• Understanding of TINA Compliance and TINA SWEEP
• Strong knowledge of Industry recognized Quality Systems/Models such as Capability Maturity Model Integrated (CMMI), QMS System Audit (AS9100, ISO9001), AS9145
• Desire and ability to implement creative problem-solving techniques
• Demonstrate understanding of audit techniques and systems for their efficiencies
• Ensure corrective measures meet acceptable reliability standards and documentation is compliant with requirements
• Quality Engineering or Supplier Quality experience, as well as experience with developing and reviewing Quality Standards, methods, work instructional, and procedures for inspection
