Responsibilities
- Provide on-site classified budget execution management and analysis through coordination with organization leadership, project officers, and external partners
- Prepare, coordinate, and transmit funding documents from multiple funding streams and appropriations across numerous partner organizations
- Conduct analysis of program spend plans and component requirements, develop reporting and real-time decision tools, and identify reconciliation recommendations
- Lead recurring reviews of resource utilization to identify, mitigate, and remedy issues that might impact the program's overall objectives
- Draft impact statements for budget shortfalls and/or opportunities to support fiscal-oriented decisions; identify trade-offs within program budget to support must-pays
- Manage collection, validation, and update of financial execution data to budget execution databases and other customized organizational decision-support tools
- Monitor and forecast spending on program-, project-, and component-level in recurring reports; modify database queries and reports to meet analytical demands
- Provide analysis, produce briefing materials, and generate documentation for wide array of projects and contracts to support government clients
- Assist unfunded request (UFR) process with drafting and tracking requirements
- Provide key support in development and implementation of a requirement validation and prioritization process for the program office
- Author memorandums and position papers on a variety of technical, procedural, and policy financial topics for senior-level audience
Skills Required
- 10 years of practical experience in Department of Defense (DoD) or Intelligence Community (IC) financial management tools, products, and decision support
- Analytical expertise with DoD budget planning; obligation and expenditure plans; execution monitoring through fiscal year; and reporting to Higher Headquarters
- Extensive knowledge of federal budget process and lifecycle for DoD/IC acquisition and/or sustainment program; federal travel and government purchase card policy
- Proficiency with Microsoft Office tools: Outlook, Excel, PowerPoint, and Word
- Confident communication, analytical, and problem-solving skills
- Expertise with Advana, CCaR, DEAMS, PIEE (WAWF/EDA), and PowerBI
- Competency with ASARS, DoD EDS, DTS, IDECS, SAFES, and AF accounting procedures
- Obtain/maintain Top Secret/Sensitive Compartmented Information (SCI) clearance
- Daily, on-site work in DoD Sensitive Compartmented Information Facility (SCIF)
- Consent to Counterintelligence (CI) polygraph
- Active TS/SCI with CI polygraph is preferred
- U.S. citizenship
- Open until filled
- Salary range: $100,000 - $125,000/Year, DOE
