Job Title: PSS and Badge Operator (Personnel Security Specialist)

Job Description:
Mission Essential is seeking a Personnel Security Specialist (PSS) and Badge Operator to support access control operations in alignment with the EUCOM Personnel Security Program. This role is responsible for granting personnel access to secure areas and assisting with administrative tasks related to inbound and outbound personnel processing. Duties include but are not limited to:
Badging Requirements :
· Receive, review, validate and process badging requests for visitors and permanent party members. The employee shall create, and issue security badges and personnel identification numbers associated with the security badge for military, civilian and Contractor personnel that require access to EUCOM, its sub-unified commands, and tenant agencies. The PSS Badge Operator shall use various systems including but not limited to DISS (or subsequent Government adjudicative database), LENEL, and the local SSO database to tailor security badge access to meet member mission requirements and need-to-know.
· Daily access visit requests received in DISS (or subsequent Government adjudicative database) and input visit requests into the local SSO database.
· Check the badge drop box within the first (1) hour of each working day and prior to concluding daily operations.
· Review submitted data including justification and verification to ensure that requested information meets security requirements for designated sensitive position. If the Contractor cannot clearly determine the level of clearance IAW establish regulation and policies, the Contractor shall inform the COR.
· Verify the visitor request based upon mission requirement and individuals need-to-know.
· Validate clearances and review DISS (or subsequent Government adjudicative database) to ensure the proper type of EUCOM credential is issued.
· Validate CAC cards and EUCOM JPC in-processing is complete prior to issuing badges, as appropriate.
· Input building number access and dates of operation in various database systems such as but not limited to SSO database and LENEL system.
· Responsible for initiating, signing, and reviewing the civilian/military local security personnel records; to make a determination to the type of credential to be issued.
· Use any Government provided log to track: all daily visitors and badge requests, permanent party customers, any other security badges, number of LENEL reports pulled, and any other metrics that are deemed necessary by the EUCOM SSO.
· Responsible for verifying, and tailoring building access for all EUCOM permanent employee and visitor badges that are issued to a member. The Contractor shall produce access control rosters. The Contractor shall validate badge termination dates and re-evaluate extension dates. The SSO will validate and research all members that are in Scattered Castles, and RMT Message Traffic.

o Contractor shall deactivate all badges. The Contractor shall destroy all permanent party badges after deactivation.
o Badges shall be destroyed within five (5) business days after receipt. The Contractor shall submit log by the 5th of each month.
o In the event that a badge is lost or stolen, the Contactor shall inform the individual that a police report will be required prior to rebadging. Once the individual returns with the police report, the Contractor shall deactivate the badge, verify credentials in DISS, SSO database, and applicable systems, and reissue badge along with a notification to the EUCOM Personnel Security Branch. If the individual knows the location of the badge but does not have the badge accessible due to forgetting it at home, for example, a temporary visitor's badge can be assigned for a 24-hour period.
· Maintain office files, post and file regulations, answer telephonic, electronic, and written inquiries of a routine nature, compose and type correspondence and other final products accurately and efficiently.
· Follow any guidance, SOP, and other directions deemed necessary by SSO to achieve the basic service deliverables.
Document handling and marking:
· Adhere to regulatory requirements for handling, marking, reproduction disposal, destruction, transmission, safekeeping, and storage of classified information to include but not limited to DoD Manual 5200.01 Vol 1 thru 4, DoD Manual 5200.2, ICD 704, ICPG 704-1 thru 704-5, DoD 5105.21 Vol 1 thru 3, Executive Order 13526, and applicable EUCOM polices, directives, and instructions. The Contractor shall be required to the contact the SSO office for guidance on how to process requests for exception to security policy. The Contractor shall abide by all applicable regulations, publications, manuals, and local policies and procedures that govern Personnel Security Program Management. Manuals include those listed below:
o DoD 5200.2-R Department of Defense Personnel Security Program
o AFI 31-501 Department of Air Force Instruction Personnel Security Program Management
o AR 380-67 Department of the Army Regulation Personnel Security Program
o SECNAVINST 5510.30A Department of the Navy Personnel Security Program Regulation
Supply stocks:
· Ensure that a six (6) month supply of badging material are on hand.
· Provide on-hand supply quantities in the monthly report to the COR and SSO
In-processing/Out-processing:
· Provide customer service by assisting EUCOM member's in/out-processing of members
Employee Qualifications and Training:
· Ensure that the Badge Operators have completed all requirements for access to LENEL commensurate with the position prior to the start of this contract. The Contractor shall ensure upgrade training in LENEL is provided as to ensure there is no interruption to the creation of EUCOM badges.
Reports:
· Track all daily badge requests. These metrics shall be updated daily at the end of each working day.
· Provide weekly metrics including, at a minimum, all permanent party badge issuances and terminations to SSO. The log shall be updated by 1200 on Monday for the previous week.
· Submit DISS (or subsequent Government adjudicative database), and LENEL reports five (5) business days after the request has been initiated.
· Respond to non-routine requests through the COR. General request for information will include but not limited to statistical reports, background information on specific cases or in response to queries. Reports of this nature shall be completed within five (5) business days of the requested unless extenuating circumstances prevent
REQUIREMENTS
Minimum Requirements:
· The badge operator shall have five (5) years of DoD experience in security, intelligence, or database management. The badge operator shall have two (2) year experience working with DISS and LENEL systems.
· Master's degree in a related field and three (3) years of recent specialized experience; OR Bachelor's degree in a related field and six (6) years of recent specialized experience; OR ten (10) years of recent specialized experience.
