DUTIES AND RESPONSIBILITIES:



Serves as the Chief, Financial Officer (CFO) for Marine Corps Community Services (MCCS) Division, Marine Corps Installations Pacific (MCIPAC). Provides financial support for MCIPAC MCCS installations, to include MCCS Hawaii and MCCS Iwakuni. Incumbent reports directly to the Deputy Assistant Chief of Staff (DAC/S), MCCS MCIPAC.Provides executive level operational control and management of MCCS financial resources (including appropriated funds, non-appropriated funds and uniformed funding management). Provides executive advisory support for planned and on-going program activities supporting a multi-million dollar government enterprise. Plans, organizes, and directs the integrated financial management program. Provides financial program analysis and evaluation reporting. Interprets financial results of operations, and provides financial guidance to operating managers on fiscal program issues. Provides input to the DAC/S, MCCS MCIPAC in developing annual operating budgets, long range program planning and capital improvement strategies. Regularly provides command-level support to senior level officials on the fiscal status of operations and financial impact on program changes of MCIPAC installation¿s MCCS (i.e., Budget Oversight Committees, MCCS Board of Director¿s Conferences, etc.). Directs the management and operation of the Installation Finance Office. Resolves financial, operational or employee relations issues that may impact the effectiveness of MCCS programs. Serves on various financial working groups and committees to represent MCCS MCIPAC.

Provides direction in administering an integrated financial system consisting of APF budgeting and accounting, NAF budgeting and accounting, NAF payroll, financial management reporting, and the security of funds. Exercises supervision of all finance staff, with responsibility over organizational structuring, establishing performance objectives, and overall fiscal operations management through subordinate supervisors. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Counsels and trains employees, schedules and directs work, appraises work performance. Approves or disapproves leave and personnel actions. Must be alert to substance abuse and take appropriate action. Oversees maintenance and enforcement of the security of resources and develops procedures to minimize the potential for fraud, waste and abuse.

Prepares initial financial plans and related records and exercises authority on approved budgets. Monitors programs on a regular basis and initiates corrective action to ensure support of operating programs of MCCS. Develops long range plans in conjunction with internal operating directives, and exercises internal personnel management authorities as delegated by the DAC/S, MCCS MCIPAC. Serves as the primary financial point of contact and reporting authority to HQ MCCS. Ensures that technical procedures and methodologies of the various financial management processes are adhered to by subordinates. Coordinates and correlates these functions into an effective and broad system of financial control while ensuring regulatory compliance with DoD, SECNAV, NAVCOMP, and CMC directives. Provides accountability for the Division¿s funds and assets, providing full disclosure of financial results of operations on a monthly, quarterly, semi-annual or annual basis.

Directs the preparation and validation of payroll for Japanese National (JN) staff, for subsequent transmission to the Labor Management Office (LMO). Determines amount and duration of commercial loans required throughout the year to fund JN employee bonuses and payroll. Directs requests for international commercial bank loans to HQ MCCS to ensure funds are available to meet local banking regulations. Forecasts cash requirements of MCCS to ensure cash reserves fund fiscal year operations. This includes monitoring the cash balances of local U.S. military banking facility (commercial bank) accounts,

Qualifications

BASIC REQUIREMENTS:
  • Bachelor¿s Degree in Accounting or Financial Management is required. A Master¿s Degree in Business, Finance, or Accounting is highly desired. Certification as a Certified Public Accountant (CPA) may substitute for a Master¿s degree.
  • Must have a minimum of five years executive-level experience that demonstrates the ability to apply financial accounting principles, methods, and techniques of fiscal management, with a strong background in budget preparation, payroll management, and financial systems reporting.
  • Extensive knowledge, experience and ability to train subordinate staff in Generally Accepted Accounting Principles (GAAP) demonstrated by progressive accounting experience within the financial industry in a leadership role with the responsibility for managing an accounting staff.

  • QUALIFICATION REQUIREMENTS:
  • Must have knowledge, experience and understanding of investment procedures, cash flow dynamics, foreign currency operations, capital and operating budget tools and processes.
  • Must possess knowledge and experience in Non-appropriated Fund and Appropriated Fund financial regulations, Uniformed Funding Management, policies and procedures, DoD travel regulations, overseas banking, credit, insurance and risk management; disbursing functions; employee compensation regulations, and revenue control, in order to effectively guide subordinate employees in the proper completion of their assigned duties.
  • Thorough knowledge of fiscal management practices, in order to analyse trends, global business developments and to make improvements in operating programs through innovative general business practices.
  • Must possess knowledge, experience and understanding of inventory, asset control and finance management, as well as procurement regulations, policies and procedures.
  • Must possess skill in identifying quantitative relationships between financial operations and budgetary projections.
  • Ability to apply analytical methods and tools such as cost-benefit analysis, program planning and budgeting and decision theory to solve complex financial problems.
  • Must possess excellent oral and written communication skills and have the ability to deal with individuals at various corporate levels, including high ranking military members, local and national headquarters staff, civic leaders, etc.
  • Ability to apply a high level of sound, independent judgment in the solution of financial problems and in the administrative of financial management and procurement programs.
  • An annual financial declaration is required.

  • This position has been designated as Noncritical Sensitive and therefore requires the ability to obtain and maintain a Secret clearance(Tier-III). This position is designated as a Position of Trust, and the incumbent must be eligible for a background check.
