Duties

  • You will oversee the work of all subordinates, assess performance, and establish goals and objectives aligned with the mission and vision of the command.
  • You will execute unlimited contracting authority
  • You will serve as a recognized acquisition expert, serving as an advisor to NAVSUP FLC Norfolk management on acquisition issues and program goals and objectives.
  • You will serve as principle representative in dealing with contractors, other government groups, and other agencies contracting offices.
  • You will serves as chairperson of the Contract Review Board and determine the uniformity of the technical program policy and procedures compliance.
  • You will provide overall planning management and administration of the contracts and contract administration, contract policy and administrative support groups
  • You will be functioning as a second level supervisor

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate one year of specialized experience equivalent to the next lower grade level GS-14 or pay band in the federal service or equivalent experience in the private or public sector that demonstrates knowledge in providing overall planning management and administration of the contracts and contract administration, contract policy and administrative support groups regarding program directives, contractual activities, and procurement policy interpretation. Specific work experience must demonstrate the following duties: 1) Provide a mastery of acquistion laws, principles, and regulations to generate new procurement concepts; 2) Plan, manage, or review procurement for the latest in technology and multiple year service contracts for the operation and maintenance of Government installations, equipment, and components; 3) Plan, manage, or make decisions or recommendations significantly affecting the content, interpretation, or development of complex and long-range interrelated policies or programs concerning acquisition management matters; and 4) Review and approve, or redirect the procurement and business strategy, plans, and techniques for the procurement of systems and programs requiring the approval of higher level management.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
