Description
The Cybersecurity Capabilities and Innovations SME shall provide support across the entire command. All SMEs will be centrally managed but may be assigned to work in separate directorates within the command centered on their individual skill set or knowledge base. All SMEs shall be able to communicate at the highest command levels internal and external to the command, taking guidance from the Commander, Deputy Commander, Executive Director (EXDIR), and Joint Director (JDIR) leadership. The SMEs should be able to perform at a principal level of support for the various functions they perform. These SMEs are among the thought leaders for the command and must be able to work independently with minimum or no guidance.
All SME’s shall:
Provide expert strategic and technical communication
Provide principal level of support for identified areas
Be familiar with commercial industry and government developed cyber security technologies that enable a layered defensive strategy across large enterprise networked environments
Provide Cyber, Technology, Strategic and Military Operations subject matter expertise
Work with Senior Leadership to plan, develop, and implement the Commander’s highest priorities and future concepts
Integrate and influence cross-functional concepts that align to CE’s high interest plans
Develop technical papers, white papers, Concept of Operations (CONOPS), system and operational view diagrams, system architecture, network diagrams, and network architectures
Participate in cyber panels, meetings, and working groups as a subject matter expert and advisor as it pertains to CE’s engagements
Coordinate with all applicable staff elements, Service Cyber Components, Combatant Command (CCMD), components, and other partners/agencies with cyber related missions
Primary Responsibilities
The Senior Leader SME shall:
Support all aspects of capabilities, tasks, and projects from requirement development to transition into operations and decommission.
Provide support to the evaluation of the DISA Next Strategy and Agency campaign execution through Intermediate Military Objectives (IMO) charged by the agency Director.
Establish a community of interest between cyber security experts and data scientists both industry and government.
Analyze current state and future state, provide recommendations and plans to transform to next generation capabilities, such as, but not limited to: zero trust, cloud security, real time analysis, automated orders processing, big data analytics, machine learning and artificial intelligence.
Analyze efficiencies and impacts of innovations and support in-depth studies; Perform quantitative and qualitative analysis, data analysis, and data science to military’s decision-making processes by developing and applying probability models, statistical inference, simulations, optimization, data analysis and data visualization.
Support the development of the new innovations scope and objectives, high level requirements development, and conduct business cost analysis and recommended technology acquisition planning support to enable next generation technology investments.
Develop CONOPS Integrated approaches; Review planning efforts in support of DoD campaigns, and contingency operations; Identify and analyze changes in the environment via the assessments.
Support estimation of effort to implement and operationalize innovations and estimation of efficiencies that will be gained by operationalization of innovations to include the Global Support Plan development.
Develop high level schedules and support internal review of innovations. This would include the pre- analysis done for future innovations that may in turn propagate additional project reviews; Conduct agency-wide assessment of the ongoing campaigns and IMO-related efforts.
Basic Qualifications
Active TS/SCI security clearance.
Organized, deliberate, and able to work alone or in a team
Experience with MS Office products (Word, Excel, and PowerPoint) working with large data sets
Good oral and written communication skills
Bachelor's degree in a relevant technical discipline and 8-12 years of overall related experience or Masters
with 6-10 years of prior relevant experience. 4+ years of additional related years of experience is accepted in lieu of a degree.
