BOOST is seeking a highly skilled, dynamic, hands-on HR Manager to join our partner, a government contracting company, with approximately 60 employees that provides mission-critical, AI-driven cyber defense and reverse engineering solutions for U.S. Government clients. Our partner is seeking an experienced Human Resources Manager to lead and strengthen their HR operations, ensuring compliance with government contracting requirements while fostering a positive, inclusive, and high-performance workplace culture.
Position Summary:
As the HR Manager, youll play a pivotal role in overseeing all aspects of HR operations including recruitment, compliance, employee relations, compensation, benefits, and professional development. You will shape key HR initiatives across the organization. From designing innovative performance management programs to aligning HR strategies with internal business goals, youll ensure our people practices support both our mission and our team. This role ensures the company complies with all applicable federal and state employment laws, as well as government contracting requirements, including OFCCP and affirmative action obligations.
With outstanding communication skillsboth written and verbalyoull translate complex HR challenges into actionable, successful outcomes. Youll serve as a trusted advisor to executives and employees alike, offering strategic, tailored HR guidance. This role requires a strong ability to work independently while thriving in a collaborative environment. You will report directly to the CFO/CHRO.

Responsibilities:
- Partner with senior leadership to align HR initiatives with business objectives.
- Develop HR policies and procedures tailored to a government contracting environment.
- Serve as a subject matter expert on HR compliance and employment law.
- Oversee the daily workflow of HR functions in the company in other words, keep us running and thriving!
- Consult with leadership team on strategic planning; and serve as a link between the organization's management and employees
- Manage full-cycle recruiting for cleared and non-cleared positions.
- Develop relationships with external recruiters, universities, and professional networks.
- Maintain compliance with OFCCP, EEO, VETS-4212, and affirmative action plans.
- Act as the primary point of contact for employee relations, investigations, and conflict resolution.
- Oversee payroll and benefits administration.
- Conduct benchmarking to ensure competitive salary and benefits packages.
- Support annual compensation and performance review cycles.
- Identify training needs and coordinate employee development programs.
- Maintain HRIS systems and employee records.
- Drive employee engagement, recognition, and retention initiatives.
- Manage the pre-employment onboarding process and conduct new hire orientations.
- Analyze trends in benefits to attract and retain employees, reduce benefit costs, and maximize the company benefit dollars (work with our partners as well!)
- Maintain 401K compliance
- Maintain compliance and updates with federal, state, and local employment laws and regulations, and recommend best practices.
Required Qualifications:
- Eight or more years experience in general HR activities with a government contracting company, preferably in a high-growth, fast-paced, and progressive environments.
- At least four years experience in HR management leading the department for the organization.
- Strong knowledge of federal HR compliance requirements (FLSA, FMLA, ADA, EEO, OFCCP, etc.).
- Understanding and experience with most or all the core aspects of Human Resource management; benefits administration, HRIS management, implementing HR processes and programs (e.g., employee relations, talent acquisition, performance management, coaching/training, reward/recognition), and analyzing and presenting on HR related data.
- Show HR and legal acumen in compliance, processes, systems, and best practices.
- Ability to interpret a variety of governmental laws, insurance plans, and technical information.
- Effective working knowledge of COBRA, ERISA, FMLA, HSA (Health Savings Account), FSA, 401k, etc., and related state and federal regulations
- Demonstrate confident communication skills with the ability to effectively present to all levels of the organization.
Education/Certifications:
- Bachelors Degree (B.A./B.S.) in Human Resources or a related field
- PHR/SHRM/CP or SPHR/SHRM-SCP preferred
