Title: Navy Qualified Validator III (NQV III)

Location: Hybrid - Pennsylvania Area

Overview

This opportunity supports a large-scale Cybersecurity Program focused on strengthening and protecting critical Department of Defense (DoD) information systems and lab environments. The mission is to ensure systems are secure, compliant, and approved for operation in accordance with DoD cybersecurity standards and frameworks.

In this role, you'll help manage and enhance a Cybersecurity Program that spans the full lifecycle - from developing policies and reviewing security documentation to performing risk assessments and supporting system authorizations.

This position is ideal for professionals experienced in RMF, A&A, or DoD cybersecurity compliance who are looking to make a high-impact contribution to a long-term federal program.

Key Responsibilities
  • Serve as an independent and objective assessor, supporting the Security Control Assessor (SCA).
  • Develop and execute Security Assessment Plans (SAP).
  • Validate security control implementation through on-site and in-person testing, examination, and interviews in support of Risk Assessments and Annual Security Reviews.
  • Review system configurations to determine compliance with applicable STIGs and SRGs.
  • Ensure traceability exists between supporting artifacts and document all vulnerabilities in eMASS POA&Ms.
  • Summarize non-compliant security controls in the Risk Assessment tab in eMASS in accordance with SCA guidelines.
  • Prepare Security Assessment Reports (SARs) and Executive Summaries in accordance with program SOPs.
  • Provide risk assessment-related technical consultation to Program Managers, Information System Owners, Information System Security Engineers (ISSE), and ISSOs.

Required Qualifications

Education:
  • Bachelor's degree in Computer Science, Information Technology, Communications Systems Management, or a related STEM field from an accredited institution.

Experience:
  • Ten (10) years of practical experience in cybersecurity or Assessment & Authorization (A&A).
  • Background in implementing and/or reviewing RMF lifecycle documentation.
  • Experience validating system confidentiality, integrity, and availability.
  • Hands-on experience conducting risk and vulnerability assessments, ensuring accreditation procedures, and documenting non-compliance.

Certifications (Required):
  • Qualified Validator Certification from the designated Certification Authority (CA) at time of proposal submittal.
  • IAT Level II certification, such as one of the following:
    • CCNA Security
    • CySA+
    • GICSP
    • GSEC
    • Security+ CE
    • CND
    • SSCP

    Clearence: Active Secret Clearance or higher

    Physical and Mental Qualifications:
    • Maintain focus and awareness throughout scheduled working hours.
    • Perform tasks requiring prolonged periods of sitting or standing at a desk, utilizing a computer, mouse, and keyboard.
    • Lift and move objects weighing up to 15 pounds as needed.
    • Exhibit excellent verbal and written communication skills, with a strong command of the English language.
    • Demonstrate the ability to work independently while also collaborating effectively as part of a team.
    • Quickly learn and retain routine tasks and processes.
    • Possess strong organizational skills, attention to detail, business correspondence proficiency, and self-management capabilities.
