Compliance Manager
Reports to: Director, Contracts & Business Operations
Location: Hybrid (DC Metro)
Clearance Requirement: Secret clearance or higher
Status: Full-time, Exempt
Position Overview
The Compliance Manager owns all pre-award contracts and compliance activities, ensuring proposals and business pursuits are compliant with FAR/DFAR, CPSR standards, and solicitation instructions. This role also manages the company’s contracts compliance infrastructure — policies, clause matrices, templates, and audit readiness. The Compliance Manager is the front-line partner to BD/Proposal Managers during capture and proposal phases, ensuring compliant and competitive submissions.
Responsibilities
Proposal & Pre-Award Support
• Lead proposal compliance review against solicitation requirements (Sections L & M)
• Draft and manage teaming agreements, NDAs, and subcontractor RFP packages
• Prepare and manage reps & certs, OCI mitigation plans, and other compliance volumes
• Coordinate with FP&A for cost volume compliance checks (e.g., indirect rates, certifications)
Compliance & Audit Readiness
• Lead CPSR and DCAA audit readiness, ensuring documentation, policies, and systems meet standards
• Establish and maintain clause matrices, compliance templates, and SOPs
• Ensure subcontractor compliance documentation is complete during proposal and award phases
Process & Systems
• Implement and maintain contracts compliance systems (Unanet CMS, workflows/approvals, documentation, digital file structures)
• Lead process improvement initiatives and knowledge management to improve contract turnaround time and compliance posture
• Provide compliance training and mentorship to contracts staff
Qualifications
• Bachelor’s degree in Business, Legal Studies, Finance, or related field (preferred)
• 7+ years progressive experience in federal contracts administration/management
• Strong FAR/DFAR, CPSR, and compliance expertise
• Experience leading proposal compliance support
• Familiarity with ERP tools (Unanet, Deltek) and contract lifecycle systems
• NCMA certifications (CPCM, CFCM) preferred
• Active security clearance
