Overview:
The Deputy Program Manager (DPM) supports the Bureau of International Narcotics and Law Enforcement Affairs (INL) by overseeing day-to-day operations, managing staff, and ensuring contract compliance for complex international security and rule of law programs. This role serves as the primary liaison between program staff, local counterparts, and INL leadership, ensuring that program objectives are met on time, within budget, and in accordance with U.S. Government standards.

This role serves as the primary liaison between program staff, local counterparts, and INL leadership, ensuring that program objectives are met on time, within budget, and in accordance with U.S. Government standards.
Primary Responsibilities:
- DPM will have overall responsibility for in-country operations.
- DPM will provide information to third-party contractors about their responsibilities, support with their onboarding, and ensure they can access HR and other resources from the company to carry out their duties effectively. DPM will interface with the INL Contracting Officer Representative (COR) for this contract, INL Director, Deputy Director, Program Officer, Program Managers and in-country U.S. Government representatives designated by INL.
- DPM will communicate regularly with INL Director, Deputy Director, Program Officer, COR, and other designated representatives in Costa Rica to provide updates or raise any issues of concern and help identify solutions.
Supervisory Responsibilities:

Education and/or Experience:
- U.S. citizen
- 4/4 English and 3/3 Spanish
- Bachelor's degree from an accredited university
- Five (5) years of project/program management experience, international law enforcement, and/or criminal justice assistance.
- Eight (8) years of professional experience as a manager.
- Previous experience working in HR.
- Strong communication, interpersonal skills, and problem-solving skills.
Knowledge, Skills, and Abilities:
- Previous government experience.
- Previous work experience related to international development, foreign assistance, or other similar issues.
Certificates, Licenses, Registrations:
- Language - Foreign Service Institute (FSI) level 3/3 Spanish, English level 4/4.
Security Clearance:
Secret Clearance Required
- Must be able to successfully complete a U.S. government administered investigation for a Secret Clearance.
- U.S. Citizenship is required.
- Must be able to maintain Secret clearance.
Physical Demands:
Ability to physically work and reside in Costa Rica.
Travel:
Travel throughout costa Rica and other international locations may be required.
