Duties
The primary purpose of this position is: To provide the full range of aviation management resources for the unit pertaining to assigned rated/ non-rated / career enlisted / non-career enlisted aircrew. Provide accurate data analysis to unit and operational leadership, ensuring force and resource readiness to accomplish unit mission and an effective liaison with other agencies, functions, and individuals. Additionally, provides training to reservists in the accomplishment of tasks set forth herein.
-Plans, implements and controls all operational administrative aspects of aviation resource management. Serves as an advisor/principle contact for unit leadership and other management officials. Provides consultative, advisory, and administrative services involving the full range of aviation management functions. Develops solutions to complex problems for program improvement and the implementation and administration of aviation programs. Interprets complex aviation policies, regulatory guides and laws to attain mission objectives, establish priorities and procedures and ensure procedures are in place for SARM projects assigned or generated.
-Maintains and updates Aviation Resource Management System (ARMS), Patriot Excalibur (PEX)/Omni, and other aviation management software: Operates, maintains, and monitors all pertinent aviation management software at the unit level. Analyzes training requirements and translates into training table. Maintains individual training table. Retrieves and maintains output products, accomplishes ARMS and training updates. Receives, inputs and audits into ARMS database, squadron's aircrew members flight time and flying and ground training accomplishments. Performs daily input processing of flight management reports and source documents to ensure accuracy of information.
-Researches, validates, and interprets public law, Air Force guidance, and medical/physiological documentation to monitor and manage flying and ground training requirements. Applies complex flight/jump eligibility rules IAW Public Law, DoD, and Air Force guidance. Translates requirements into aircrew training tables, profiles, reports and utilizes products to provide information to aircrew, senior leadership, training coordinators, commanders, and outside sources to include Numbered Air Force (NAF), Major Commands (MAJCOM), and Headquarters Air Force. Develops and maintains procedures for tracking aircrew member medical status. Manages medical readiness program; maintains and updates UP/DOWN status to ensure safety of flight.
-Substantiates personnel listings, determines position status and performs a wide range of administrative duties. Acts as OPR for the Rated Officer Flying Program to include monitoring Aviation Positions Indicator (API) codes, Aviation Service Codes (ASC), entitlement status and flying status to ensure accuracy and compliance with applicable regulations. Analyzes higher headquarters directives and develops appropriate local procedures to meet program objectives. Provides recommendations regarding suspensions, disqualifications, man-years, certifications, advanced ratings, aviation badges and Flying Evaluation Board actions.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,
SPECIALIZED EXPERIENCE: I have at least 52 weeks of specialized experience at the next lower grade (GS-7) level or equivalent. Specialized experience is defined as Incumbent requires knowledge skill in applying analytical and evaluative techniques to an extensive body of Aviation Resource Management objectives, policies, technical rules, guidelines, instructions, regulations, policies and precedents to support ARM, flight pay, and training requirements. The incumbent must also have knowledge of administrative regulations and AF operating procedures, resource management systems and associated programs, interface requirements, browsers, personnel flight records and maintenance to include knowledge of the objectives, overall design and operating principles of ARMS and PEX/Omni in order to recognize probable interactions within the functions of the assigned programs.

FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and skill in applying various aviation management programs, policies and aviation service eligibility directives; with emphasis on knowledge of personnel flight records maintenance, operating/navigating and troubleshooting ARMS data system operating procedures and preparation, processing, and auditing of associated documents.
2. Skill in Ad-hoc program design, development, interface requirements and modification of various reports using the ARMS database.
3. Skill in evaluating the effectiveness of the program and developing strategies and recommendations for necessary improvements.
4. Skill in inter-personal communication necessary to liaise with aircrew, HHQ, and counterpart organization personnel and gain cooperation from others through tact, courtesy and diplomacy.
5. Ability to update aviation management software and generate products to monitor and ensureflight crews eligibility for flight, regulatory compliance, and support unit leadership data needs.
6. Ability to prepare staff reports and delivering briefings to flight crews to encourage understanding and acceptance of aviation management policies and procedures.
CONDTIONS OF EMPLOYMENT CONT'D:
1. This is an Air Reserve Technician (ART) enlisted position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities.
2. Drug Test Positions: This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must passinitial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
3. IAW DoDI 3020.42, the position has been locally designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release. Position performs Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continue through full resumption of all functions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay.
