Job Summary

Kudu Dynamics has a new and exciting opportunity for a Facility Security Officer/Contractor Program Security Officer. This is an opportunity to use your experience in managing collateral and enhanced security programs in support of our operations in San Antonio, TX.

Primary Responsibilities
The FSO/CPSO is responsible for the security oversight and management of the security program. Implementing the industrial security program and ensuring company and customer security requirements are met

• The successful candidate will interface with all levels of Leidos personnel and government management personnel to ensure contract security compliance with the National Industrial Security Program Operating Manual 32 CFR Part 117 (NISPOM) and other government security directives, guidelines and policies
• The position requires a self-motivated candidate that is capable of working in an independent or team environment with minimal supervision
• The candidate will be required to conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements
• The CPSO must possess the confidence to make critical security decisions concerning high value contracts and to implement security procedures that will prevent unauthorized access to company and government facilities or information
• Provide clear guidance to company employees and recommend modifications to operations, policies or procedures as appropriate
• Administer day-to-day security program to include but not limited to personnel security processing, physical and technical security, communication security and information security
• Self-inspections, violation investigations & reports, receipt/dispatch/destruction/mail logs, visit certs, etc.
• Perform physical, personnel and administrative security responsibilities for multiple SCIFs, which often includes calls for requests to government security representatives regarding accreditations, personnel actions, AIS transmissions and working with other government facility sponsors to draft co-use and joint-use agreements and MOUs/MOAs for shared space
• Ability to respond to after-hour alarms
• Ability to work long hours as required
• Experience in Creating and Authoring Security Volumes for Request for Proposals or Request for Information

Basic Qualifications

• Bachelor's degree from an accredited college in a related discipline or 6-8 years of professional experience in lieu of college degree
• Thorough working knowledge of the NISPOM, other government regulations (e.g. Intelligence Community Directives (ICD), and Security Executive Agent Directives (SEADs)
• Self-starter with ability to work independently, customer service orientated
• Commitment to security - creating and delivering the highest value to customers
• Ability to interpret company and government security policies and apply them to program operations
• Strong understanding of Physical Security requirements of ICD 705 to meet contractual needs
• Ability to manage collateral and enhanced security programs
• Thorough understanding and working experience with government and corporate security databases such as DISS, NISS, and SIMS
• Thorough experience consolidating personnel security nomination packages for submission to customers. Experience reviewing SF 86s, Foreign Contact Forms and other supplemental forms
• Experience in creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings, as appropriate
• Strong communication skills, both oral and written with the ability to conduct oral briefings
• Candidates must possess an active Top-Secret clearance with SCI eligibility

Preferred Qualifications:

• FSO, CPSO or CSSO Security training/certificate(s)
• Courier preparation procedures
• Operational Security Experience
• Experience developing and implementing security Standard Operating Procedures (SOPs) and emergency action plans
• Knowledge of Access Control and Intrusion Detection Systems
• Experience with SCIF construction and have ICD 705 certification
• Experience conducting security incident inquiries
• Resourceful in solving problems and capitalizing on opportunities
• Communications Security (COMSEC) experience
• Member of Security Organizations/affiliations (e.g. ISWG or NCMS)
