OBXtek is currently seeking a Manpower Senior Analyst for a contract to support the Deputy Chief of Staff (DCS, G8. The DCS G-8 is the principal military advisor to the Chief of Staff, Army (CSA) and the Assistant Secretary of the Army, Financial Management and Comptroller (ASA(FMC)) for the Programming phase of the Planning, Programming, Budgeting, and Execution (PPBE) process. The DCS, G-8 coordinates with the Assistant Secretary of the Army, Acquisition, Logistics, and Technology (ASA(ALT)) on all proposed programming and process recommendations related to ongoing and future acquisition programs and science and technology initiatives. The DCS, G-8 coordinates with Army Futures Command (AFC) for program funding for all elements of the future force materiel modernization enterprise.

  • Provide EE PEG assessments of all civilian authorizations, requirements, costing and Full Time Equivalents.
  • Conduct analysis at various levels of manpower staffing, trends and affordability across multiple years utilizing Army databases.
  • Conduct cost assessments by command and by MDEP, APE, APPN and ROC for direct and reimbursable civilians to identify civilian affordability shortfalls and shortfalls caused by Schedule 8 manpower adjustments and investment changes conducted by portfolios.
  • Review Command Initiated Change Packages (CICPs) for format accuracy, impact, affordability, and justifications and provide analysis and recommendation of schedule 8s. This includes making options concerning CICPs, developing the briefing packages for Senior Leaders, and providing supporting documents for Division leadership approval.
  • Draft the annual EE PEG Manpower Review tasking documentation and coordinate suspense and receipt of all replies from commands and track compliance.
  • Coordinate EE PEG Manpower Reviews and provide timeline, briefing order and listing of attendees for approval.
  • Prepare Manpower Reviews executive summaries and track status of due outs.
  • Review commands manpower submissions for completeness and accuracy and provide assessment and recommendation on readiness of the materials from the command.
  • Assess Commanders Program Assessment (CPA) submissions, coordinate for IPRs with commands, develop briefing products and reports to support decision making.


Qualifications

Must possess a DoD Secet security clearance.

Experience

  • 4 years of experience performing Manpower Analysis

Education/Certification

  • Bachelor's Degree
