Senior Program Manager (TENCAP Intelligence Fusion)

Position Summary

Odyssey Systems is recruiting for a Senior Program Manager (TENCAP Intelligence Fusion) supporting the Tactical Exploitation of National Capabilities (TENCAP) Program Office, at Colorado Springs, CO. TENCAP is part of the ISR/SOF Directorate (AFLCMC/WI), who is responsible for equipping our warfighters to win the fight. The Directorate executes a $22 billion acquisition portfolio developing, producing, testing, modifying, fielding, and supporting Air Force ISR and SOF platforms, and related sub-systems.

Responsibilities

Duties include, but not limited to:

• Provides Air Force Tactical Exploitation of National Capabilities (AF TENCAP) support contract with rapid prototyping program management and unique subject matter expertise enabling technology development to enhance collection operations, sensemaking, and Common Operating Picture - Common Intelligence Picture (COP-CIP) curation, through project management, acquisition and programmatic support to rapid prototyping capability development, integration and transition. Includes evaluation, development and integration of current and emerging technologies in support of national to tactical intelligence capabilities, including tactical and multi sensor fusion in support of USAF and joint warfighter requirements. Provide administrative, technical, operations and programmatic support to AF TENCAP project initiation, planning, execution, transition and close out activities.
• Provides unique subject matter expertise in support of AF TENCAP technology development and integration including planning, direction, evaluation, and success of rapid prototyping projects, materiel acquisition and research and development technology initiatives involving the application of US military and Intelligence Community (IC) sensors and capabilities in support of warfighter requirements.
• Provide subject matter expertise related to any combination of intelligence analysis tools, sensemakers, trackers, Common Operating Pictures (COP), Common Intelligence Pictures (CIP), Object Management Systems (OMS), collection orchestration services, Object Knowledge Stores (OKS), Object Knowledge Libraries (OKL), and collection databases.
• Provide subject matter expertise related to any or a combination of: Signals Intelligence (SIGINT), Communications Intelligence (COMINT), Geospatial Intelligence (GEOINT) including Imagery Intelligence (IMINT) and Overhead Persistent Infrared (OPIR), Electronic Intelligence (ELINT), Measures and Signatures Intelligence (MASINT), national agency U.S.C. Title 50 intelligence system collection and dissemination architectures, communities and assets, ground station operations, USAF weapons and sensors, tactical data links, and air surveillance capabilities.
• Leverage new technologies to enhance national capabilities for US and joint fighter, bomber, attack and ISR aircraft and munitions capabilities, including tactical sensor integration and multi-sensor fusion. Facilitate the transition of these capabilities, innovative concepts, technologies, and processes to operational use, capability integration or demonstration through the planning and execution of AF TENCAP projects, proof of concept demonstrations, and testing and integration of quick reaction capabilities.
• Provides support for the successful execution of project tasks by actively engaging with vendors in weekly or bi-weekly meetings, leveraging a "Product Owner" approach to clearly articulate requirements and their underlying rationale. This applies meticulous mapping of Technical Direction Letter (TDLs), Technical Direction Plan (TDPs), Statements of Objectives (SOOs), and Statements of Work (SOWs) to specific vendor engagements, ensuring alignment and progress.
• Coordinates with external organizations to gather and present relevant deliverables during vendor updates.
• Demonstrated relationship management experience is required, with a proven ability to identify and establish relationships with key stakeholders. The ideal candidate effectively coordinates among stakeholders within the US Government on behalf of the vendor, as required for TDL execution. This role involves running external engagements with stakeholders and users, including Key Leader Engagement Activities, and showcasing all prototype capabilities through in-person or virtual demonstrations. Furthermore, the candidate will conduct or coordinate training sessions for these prototype capabilities. A critical aspect of this position is the ability to conceptualize and communicate the integration of prototype capabilities within the broader Intelligence Community (IC) and Department of Defense (DoD) context or architectures, tailoring messaging for specific audiences based on their position within an SV-1 or OV-1. Finally, the candidate must possess the ability to coordinate with and understand current T10 requirements and the IC development path of existing Programs of Record.
• Supports government and contractor program managers by executing acquisition and program management tasks including planning, programming, budgeting, scheduling, financial management execution, contracting, cost/risk analysis, engineering, and logistics planning.
• Supports AF TENCAP portfolio management, including support to program management reviews, acquisition strategy development, management of the AF TENCAP Operating Instruction, Broad Agency Announcement process, database management, training program, and science and technology integration.
• Support transition and program integration activities; support transitioning of capabilities and technologies projects to other organizations, and advise the Government of the need, implications and technical actions required to achieve transition.

Clearance: Top Secret

Education & Years of Experience:

• Bachelor's degree in Engineering, Science, or intelligence-related field and 5-10 years of experience in any: Intelligence Collection or Operations, intelligence analysis, mission planning, DoD Acquisition Engineering, RDTE or Project Management; especially with the NRO or USAF / USN combat aviation.

Technical Skills

• Must have current, acquisition and program management knowledge and experience in support of aircraft weapon systems, DoD weapon systems are preferred.

• Master's Degree in Engineering, Science, or intelligence-related field

  • Relationships with and work experience within military Intelligence, Surveillance, and Reconnaissance (ISR) units, with an emphasis on intelligence fusion and analysis; examples: Distributed Common Ground System (DCGS / DGS), 70 ISRW.
  • Relationships with and work experience within IC agencies with an emphasis on intelligence fusion and intelligence; examples: National Reconnaissance Office (NRO) I2SPO, NRO GED, NRO PROSPO, National Security Agency - Colorado (NSA-C), National Geospatial Agency, and Defense Intelligence Agency (DIA).
  • Relationships with and work experience within Department of Defense (DoD) military and intelligence acquisition, especially with sensor orchestration and Command and Control (C2) like Object Based Orchestration (OBO), SAINT, and Harvest: PEO, MAJCOM and Prototyping Partner Examples: DAF PEO C3BM, Rapid Capabilities Office (RCO), Air Force Research Laboratories (AFRL), Air Combat Command (ACC) A/2 or A5/8/9, Strategic Capabilities Office (SCO).
• Knowledge of and recent experience with COP-CIP tools like: Thresher, Joint Fires Network (JFN), Bodhi, Cognos, and Maven Smart System applications (GAIA and Target Workbench).
• Knowledge of and recent experience with data analysis tools and as well as Object Management Systems like: FADE MIST, Turbo, Thresher, I-Spy, Content Warehouse, MIDB, and MARS.
• Knowledge of and recent experience with collection orchestration services like: NRO Object Based Orchestration, AFRL SAINT, MAESTRO, Sentient, JEMA, DAGAR, SENTIENT.
• Advanced ISR training to include: USAF Weapons Instructor Course (WIC), USN Strike Fighter Tactics Instructor Program (SFTI), or Junior Officer Cryptologic Career Program (JOCCP).
• DAWIA PM Level 1, 2 or 3, or PMP desired
