Position Summary
Senior practitioner overseeing enterprise-level RIM operations, staffing, and schedules across complex efforts. Translates GAO policy and retention schedules into operational procedures, training, and performance measures. Leads appraisal, inventory and file-plan development, and electronic records controls across GAO platforms (e.g., M365/SharePoint).

Duties and Responsibilities
• Lead development and updates to enterprise records systems, file plans, classification schemes, and
retention/disposition.
• Direct agency-wide inventory and file-plan execution; classify and index administrative, engagement, and policy records; prepare management reports.
• Conduct/oversee records appraisal and schedule alignment with GAO/NARA guidance.
• Drive digitization: co-develop the enterprise digitization strategy and the tracking tool; monitor milestones and analyze deviations; enforce QA.
• Ensure 100% quality assurance (QA) on all documents, including non-digitization outputs.
• Within 90 days of kick-off, develop enterprise/role-based training, policies, and how-to guides; support Capstone officials and bi-weekly NEO briefings.
• Supervise and mentor RIM staff; provide task assignments, scheduling, on-the-job and periodic training; conduct on-site QC of contractor work.
• Capture and save meeting summaries with correct metadata in the appropriate repository.
• Coordinate with the PM on monthly reporting, risks/issues, corrective actions, and PMR materials.

QUALIFICATIONS AND REQUIREMENTS

Minimum Qualifications
• Master’s degree in information management, library/information science, or related field; 5+ years
managing RIM support services for federal programs (CRM preferred).
• Demonstrated expertise with file-plan design, retention scheduling, and appraisal/disposition.
• Excellent writing, training, and stakeholder engagement skills; proficiency in Microsoft 365/SharePoint.

Preferred Qualifications
• CRM/CRA/IGP or equivalent professional certification.
• Experience with GAO/NARA guidance, GRS application, and large-scale digitization initiatives.
