Duties

Serves as a subject matter expert and consultant to the AFMS regarding medical capabilities, requirements, and development through the application of the Joint Capability Integration Development System (JCIDS), Planning Programming, Budgeting and Execution (PPB&E) and Program Objective Memorandum (POM) processes, and Defense Acquisition System (DAS) with emphasis on oversight of RDT&E resources.

Stays abreast of current JCIDS, DAS, PPB&E and POM instructions, directives, and processes; develops streamlined policies, practices, and procedures to design future state concepts and strategy inclusive of key validated medical capabilities.

Exercises supervisory personnel management responsibilities.

Represents the concerns of the Air Force and Space Force at senior strategic meetings and conferences, to include, but not limited to HAF/SG, AFMEDCOM, the Air Force, DoD, and its agencies, the Federal Government and/or industry organizations; prepares staff studies and various documents to meet special needs; develops and gives oral presentations; leads and/or serves on AFMS Governance.

Assists with Planning and implementation of the Strategy and Division quality and self-evaluation program.

  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Key Position - meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively
  • This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • Defense Acquisition Workforce Improvement Act (DAWIA) Advanced Program Management certification or ability to achieve DAWIA Advanced Program Management certification within 1 year of employment.
  • May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/ irregular hours.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/ location. Travel may include oversight stays.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience include: 1)Providing technical expertise in medical capabilities, requirements, and development principles and/or practices to solve strategic direction resourcing concerns; 2) Applying qualitative and/or quantitative methods for the assessment and improvement of Air Force level plans and procedures such as medical operations, mobilization, deployment, and similar operations; 3) Evaluating emerging technologies and revolutionary changes in research and development to make implementation recommendations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the Military Health System (MHS) and AFMS organizational structures to effectively implement policy and develop guidance, standards, and procedures that affect military personnel and healthcare beneficiaries across the operational domain.

2. Knowledge of the principles of the JCIDS, DAS and PPB&E processes for capability development applied in medical modernization; includes capability gap identification, analysis and prioritization, capability requirement document development and validation, alignment of resources to execution in laboratory activities and defense acquisition, practices, and procedures.

3. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures and skill in planning, organizing, and directing the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.

4. Skill in devising and evaluating criteria, parameters, characteristics, and interrelationships for RDT&E approaches and to assess the impact of new technology on current systems and processes to provide significant and innovative recommendations for advancing programs or methods.

5. Skill in planning, designing, and developing strategic direction, policy and oversight for the validation and prioritization of strategic capability requirements.

6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no required education or applicable educational substitution for experience.

Additional information

Master of Science degree from an accredited university program in an academic field related to the health sciences or allied sciences, to include biology, biochemistry, immunology, molecular biology, other closely related field such as medical technology is highly desired; curricula which included healthcare/ laboratory testing, operations and/or management. Ph.D. (or equivalent professional degree) in the fields noted above is preferred.
