Duties

  • You will serve as the technical expert in all contracts related matters and maintains a high level of experience and proficiency in all aspects of Federal and Defense Acquisition regulations.
  • You will execute their unlimited warrant in supporting both NAVWAR Corporate initiatives and Major Acquisition Programs, to include Acquisition Category Systems Acquisitions (ACAT-level acquisitions).
  • You will complete ownership of all pre-award and post-award functions, using the full spectrum of available FAR and non-FAR contract strategies including a wide range of complex contracting methods from and complex and hybrid contract types.
  • You will plan effort to determine the overall approach to meet program objectives through the procurement of prime mission product, and supplies/services with multiple complexities associated with major systems acquisitions.
  • You will actively participate in developing objectives and strategies for the acquisition in terms of the degree of competition and probable price range, and will construct the contractual vehicle, including use of pricing arrangements.
  • You will prepare, review, and/or approve determinations and findings, justifications and approvals, and solicitation and all contract documents.
  • You wilL perform cost and price analysis using all available information, including, but not limited to, comparing previous cost history, actual expenditures (earned value management) and established rates.
  • You will use the weighted guidelines to develop profit/fee objectives and negotiates contract costs; prepares, reviews and/or approves Business Clearances to document and justify both the negotiation objective and the negotiated settlement.
  • You will be responsible for preparing, reviewing, and/or approving a wide variety of contract modifications ranging from funding actions to highly complex major contract scope changes, which require performance of advanced cost analysis.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band DP-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Demonstrating experience as a Professional Contracting Officer, working with Contract Specialists, coordinating contracting functions or activities (e.g., contract awards, proposals and solicitations, cost/price analysis, contract performance, negotiation, and administration) for the procurement or acquisition of goods, services, and/or agile software development using FAR and non-FAR contract strategies.

Education

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement.

THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.

This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.

The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.

The salary range shown above represents all of the positions within the pay band, including higher responsibility positions. Based on the responsibilities of this position (DP-04, Tier 2), the total adjusted salary may be capped equivalent to GS-14 Step 10.

DP-4 TIER 2 CAP; SALARY STATEMENT: If selected, your BASE salary will be set according to the established control points of this position which is BASE $106,382 - $138,296.

Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may or may not be authorized to eligible selectees depending on command budget.

This position is eligible for ad-hoc/situational telework at the discretion of management.

This position is covered by the Department of Defense Priority Placement Program.
