Duties

  • You will perform a variety of functions on a wide range of issues, provide advice and recommendations of network operation.
  • You will install new or modified hardware, firmware, operating systems and applications software.
  • You will manage accounts, network rights, and access to systems and equipment.
  • You will manage the installation and integration of systems fixes, updates and enhancements.
  • You will ensure the rigorous application of information security/information assurance policies, principles and practices in the delivery of systems administration services.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Systems Administrator and Network Operations level Basic within 12 months.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Engineering and Technical Management, Foundational Level. Certification is required within 36 months of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel.
  • The incumbent participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2.
  • An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.

Qualifications

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Ensures and manages systems resources including performance, capacity, availability, serviceability, integrity, efficiency and recoverability.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Administering the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Recommends resolution to problems and issues, prepares and presents reports and plans, and coordinates projects to meet future needs.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Resolves hardware/software interface and interoperability problems.

In addition to the four competencies listed above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties:
1) Maintaining network operation and maintenance concepts to establish connectivity between remote sites;
2) Developing and implementing configuration management plans for complex Local Area Network (LAN)s and Wide Area Network (WAN)s to identify and resolve network issues;
3) Analyzing network architecture trends to improve network access control; and

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.

Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference.

Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
